Ok, so a friend of mine gifted me a deck and has the storm and splice mechanics in it, however after working on it a little, I came into several questions:

1.- Splice: When I splice a spell, like in Glacial Ray, does it count as another spell, or is it just an extension of the spell it is spliced in?

2.- When I storm Grapeshot does every repetition count as a different spell, triggering Dynavolt Tower and Primal Amulet  Flip for example?

3.- If I cast a Grapeshot with a storm count of 4, it replicates 5 times, correct? So if I cast a second copy from my hand, do I get to cast 6 copies of it?

4.- Once Primal Amulet  Flip is a land, if I use it to cast Grapeshot, do I copy just the original spell or all the copies created by storm?

5.- The splice mechanic feeds up the storm mechanic?

Thank you so much for your attention and your patience, I know that for some this might be vary basic, but all of this mechanics got to confuse this lady xD.

It wasnt thought to decreace the counters with the splicing, it was more planned to get mana and deal dmg without playing the card.so if i play Lava Spike, i can add Desperate Ritual + Glacial Ray = 5dmg for 2 mana. after i could play both to get 2 counters down and deal 2 dmg for 2 mana.

Yes. You would pay only for the Peer Through Depths with Glacial Ray splice (in addition to the cost to activate the ability of the Isochron Scepter).

I see you want the technical explanation, so...

The rules defines Total Cost as "What a player actually has to pay, in practical terms, to cast a spell or activated ability: the mana cost, activation cost, or alternative cost, plus all cost increases (including additional costs) and minus all cost reductions. See rule 601.2f."

702.46a Splice is a static ability ... Paying a cards splice cost follows the rules for paying additional costs in rules 601.2b and 601.2fh.

601.2f The player determines the total cost of the spell. Usually this is just the mana cost. Some spells have additional or alternative costs. Some effects may increase or reduce the cost to pay, or may provide other alternative costs. Costs may include paying mana, tapping permanents, sacrificing permanents, discarding cards, and so on. The total cost is the mana cost or alternative cost (as determined in rule 601.2b), plus all additional costs and cost increases, and minus all cost reductions....

So...What is happening here, is that the Isochron Scepter covers the mana cost, but no additional costs. Splice imposes an additional cost. But, Total Cost accounts for all additional costs and cost reductions. This means the cost reduction effect will apply to the additional cost imposed by Splice.

Ok so I can for sure imprint a Peer Through Depths onto the Isochron Scepter and I could splice Glacial Ray into Peer Through Depths even those it's a copy produced by Isochron Scepter and the cost reduction from Goblin Electromancer will still apply to the cards I splice into the copy?

I think it you need some more good early interactions until you have the mana to pull of double half deck.

I would cut sea scryer and phantasms as your early turns want to have more control and not really beating and scryer looks nice but feels like a magnet for removal. This would open up 6 spots to add some R with 2 Geistblast for the combo kill and 4 Glacial Ray for board control.

Adding red would also allow for some better ramp than signet or chalice with Desperate Ritual if you add even more arcane cards like 3 Dampen Thought instead of 1 traumatize and the psychic surgery

But i know this are a lot of changes and i am not sure if it would change your deck to a whole new deck :-P sry for that

Do you have any thoughts on running Isochron Scepter in conjunction with more 2 or less CMC spells like Remand?

I know this isnt exactly a "Competitive" suggestion...and kinda goes deep down a rabbit hole... but after looking at your deck i got and idea for a different direction you could go in and that would be going into a jeskai arcane deck with The Unspeakable as your win condition. Reach Through Mists + Peer Through Depths + Sift Through Sands and incorporate other jeskai arcane spells like Glacial Ray or Ethereal Haze. idk just a thought i felt id share the idea. happy brewing and good luck +1 from me!

@Clockwurk: When you splice, the spell you cast gets the text of whatever cards you spliced onto it. If the player casts Veil of Secrecy, splices on Glacial Ray, and then targets their creature with the Veil's text and their opponent with the spliced-on Ray's text, the Veil of Secrecy spell will be targeting both the creature and the opponent.
