Very good deck in my opinion. Maybe just that little Arcane Flight seems slow when Hadana's Climb Flip does so much more. I read that you're doing with what is around but just saying, the card kills people ;) especially now that you have Tishana.
Also the strength of the pack could be replaced by Gift of Growth which untaps a merfolk Kumena taps and attacks for more... If you find more cuts, Negate is the first counterspell you should get. Then Disdainful Stroke, Essence Scatter, ...

No one plays tier 1 cEDH decks in our area. People generally run optimized or 75% decks with commanders such as Animar, Karador, Non-Doomsday Zur, Krenko, Brago, etc. Marwyn runs pretty well. For a budget deck, it receives a decent percentage of the wins, especially on round 1s when people undervalue the threat of an unknown Marwyn.
Yup, plenty of removals in my meta. Last week, I eventually had to cast Marwyn for 9-mana because she kept getting blasted while waiting for the summoning sickness to wear off. Though I won that game the moment she was able to tap, I realized the importance of haste and providing more protection for Marwyn. Currently leaning more towards Concordant Crossroads at the moment, rather than Swiftfoot Boots. Since it can act as an alternative aggro win enabler if Walking Ballista somehow gets stolen or exiled.
Not that reliable. But it more than makes up for it if he's able to help cast Marwyn by T2. If not, it's an additional cheap +1/+1 counter for Marwyn.
Without the more expensive cards, it's not 100% consistent. But that's what this deck is all about - using all the tutors, and draw cards, and all the bounce-cast shenanigans, to find that infinite combo and mana outlet. You just have to be smart about which plays you'll take. But yeah, it does happen from time to time. Currently intensively playtesting to find the right combination of untap/pump/draw/tutor/elves. But I am quite satisfied with the current list. And yup, Berserk is amazing! Currently exchanged it with Gift of Growth just to playtest in the upcoming LGS tourneys. I just wanted to see how budget I can make Marwyn. But if you have Berserk, it is a definite include!
Yup. With infinite mana, I usually keep activating his ability until I hit a Walking Ballista for the win. Without infinite mana, it's a way to keep on going forward to hopefully hit more untap/draw/tutor.
Yup. Instant speed. Either you already have your Walking Ballista or Helix Pinnacle on the field when you hit your infinite mana combo, or you can use an into-the-battlefield instant tutor such as Chord of Calling. I can try Yeva, but my first impression is that it's too expensive at 4 CMC for the flash ability.

Depends on what I need at the moment. Usually Wirewood Symbiote for the instant untap and the potential infinite mana combo. But other cards like Fierce Empath, Quirion Ranger, Scryb Ranger, Skullwinder, Eternal Witness, and Duskwatch Recruiter Flip are all decent targets.
Above average. It gives the option of either tutoring for those untappers for more storm fuel, or for a massive card draw with Regal Force. The versatility makes me want to keep him as part of the deck.
Currently a flex slot for me. It wasn't consistently useful in most games, and I found that a lot of time it just sits in my hand while I cast other more useful cards. Currently removed it from the deck and exchanged it with Concordant Crossroads for playtesting. But still unsure about it. Might slot it in again eventually.

I understand that you are posting a deck based on cards you have so that means some cards are acting as filler. When you get a chance I would suggest cutting:

If you need to make more room for some of these card suggestions then you might want to trim copies of Deathbloom Thallid because of how much removal right now is exile based.

You have a lot of 3-drops, so consider cutting a few for mainboard Lightning Strikes or something. Also, I don't know if you have enough spells with Kicker to justify Hallar, the Firefletcher, and as a Green deck, your creatures already get pretty big, so you could cut the Gift of Growths and Wild Onslaught if you need room.

Acute19, thanks for the upvote, thoughts and props :) Hallar, the Firefletcher is a nice Elf because of trample even without playing kicker. I can see it taking Rishkar, Peema Renegade's place as a three drop when Rishkar rotates. I really like the interaction with Ancient Animus and Hallar is a fine turn two three drop play with help from Llanowar and Territory.
I don't see any problem including cards that will rotate in Sept. after all we don't know anything about Core Set 2019(M19) other than Bolas and Tezzeret are returning. It's possible that Elves are in the set. Very hard to build around post rotation without knowing what's in M19. Sets in Kaladesh and Amonhket will still be legal in Standard with M19, they only rotate out when the currently unknown Fall set enters Standard.
I'm playing kicker with Hallar in the budget version of this deck, Budget Elves of Dominaria. I very much like Gift of Growth as a four drop kicked spell that's good with Hallar and Marwyn. In my budget version kicker is the secondary strategy. Unfortunately, that's the problem with kicker and Hallar, kicker costs too much mana to be a main strategy. It's more useful as a secondary strategy to give some reach. Those lines of play you mentioned seem very good, but is turn three kicked Untamed Kavu better than turn three Radha? Not sure about that and Radha is an Elf. If you're going tribal that matters.
Your version looks good, I'll take a look at it and leave a comment. Fight with Fire is a good removal spell right now and I foresee it being an even better removal spell post rotation because most Vehicles other than Weatherlight will rotate. Can you play Fight and Steel Leaf Champion together? I have been unsuccessful in doing this, hurting the consistency of turn one Llanowar into turn two Champion or turn three Champion is not worth playing more red.

A very good spell with kicker is Gift of Growth it's instant speed and is pretty easy to cast kicked only needing four mana. +4/+4 and a counter or more to Hallar for a turn is nice because he has trample as well as some damage to opponent. Targeting Radha is also nice because she has haste. Radha's mana ability can help to cast Gift while in combat.
Rishkar is a way to get some counters on Hallar without needing to cast a kicked spell. Gift untaps the creature you target before you pump it, it can be used as a pseudo ritual with Marwyn. Tap her for mana cast Gift kicked target Marwyn untap her and tap her again for every more mana because she now gets 4 extra power.
A card I have been impressed with so far is Ancient Animus. It can put a counter on Hallar making it a 4/4 then you fight an opponent's creature. It's an instant so it works quite well in combat with Rahda since she too is legendary. Ordinarily, Animus would be unplayable, but with Elves it's actually good because there's a lot of strong legendary Elves now in Standard.

Why not just go mono green? Slimefoot and Vicious Offering do not belong here, they belong in a token shell. Slimefoot is just not good enough if you aren't going heavy on tokens, and Vicious Offering won't have enough good targets. Llanowar Envoy is expensive mana fixing in a deck that doesn't need any mana fixing, definitely doesn't belong.
The deck seems to be split between wanting to go wide and ramping into big creatures. Either of those options are great, but combining them makes the deck inconsistent. You want to focus your deck.
Arbor Armament and Gift of Growth are OK combat tricks, but that's not really good enough. The risk of getting your creature removed and going down a card is too high in a deck that isn't hyper-aggressive, and typically you want your cards to do more. 36~ slots for cards is not a whole lot, so you want to make the best of every slot you use. The Mending of Dominaria is an interesting card, but I think it needs some synergy to really shine.
Why is the deck Dominaria only? What do you want to use this deck for?
