MadMork what you have there looks pretty good, for the remaining 5 cards i’d suggest adding one more copy of Priest of the Haunted Edge and then a playset of either Frost Augur or Opt. I’m not sure that list has enough lands for Narfi, Betrayer King, but also npt enough lands in general, so maybe also ditch that card and get the land count up to 23.

Some thoughts:

The big payoffs for playing all-snow are Marit Lage's Slumber and Dead of Winter. I would expect to see both of these cards here (ideally 2x Slumber, 4x DoW).

Some of your cards are too situational to be useful. Specifically Annul and Tangletrap are just going to be dead-cards in a lot of games - i’d suggest ditching them.

I’d also suggest ditching all your current enchants - Rime Transfusion, Winter's Rest, and Withercrown all just seem far too weak.

you should really be playing either Mana Leak or Counterspell rather than Anticognition - which has too narrow an application.

Rimebound Dead feels very weak, and only useful defensively. Zombie Musher also does very little for its mana cost. Better creatures include Abominable Treefolk, Priest of the Haunted Edge, and Frost Augur

Hey, well done with such a low budget, The Undead Forest is a cool deck name. Interesting deck idea for your first Commander deck with Muldrotha, but why snow? Weathered Runestone completely shuts down Muldrotha.
Marit Lage's Slumber, Jorn, God of Winter Flip, Priest of the Haunted Edge, Blood on the Snow, Ice-Fang Coatl these are some reasons to play snow with Muldrotha. Iceberg Cancrix can repeatable self-mill and that's a good effect with Muldrotha. Pilfering Hawk can be repeatable loot which gets cards into your graveyard. Unfortunately, this isn't many cards.
Draugr Necromancer is a good card with snow, but it doesn't have much interaction with Muldrotha. Dead of Winter is another good card with snow, but Muldrotha is not a snow creature. Narfi, Betrayer King is fine, able to reanimate itself with snow, but he's support for snow not really a reason to play snow.
Some advice to consider is to play nonsnow cards that can put snow-covered permanents (lands) onto the battlefield to meet the snow requirement for snow cards without playing lots of unnecessary snow creatures. The best way to get snow permanents is with snow-covered lands. You really don't need lots of other subpar snow creatures here.

- Harrow
- Into the North: can get a snow-covered dual land.
Cards that can get snow-covered lands into your hand as well as get cards into your graveyard can be helpful with Muldrotha.
Could also add some snow mana rocks and mana dorks?
Land ramp for snow-covered lands and mana from mana rocks is more ramp which also helps to cast 6 mana Muldrotha as well as having more mana to cast permanents from your graveyard when you control Muldrotha.

You probably don’t need 25 lands, especially considering how much card draw you have. Personally i’d lower the land count down to 23 and ditch Into the North .
As far as good snow cards to consider adding, consider the following:

Frost Augur is possibly the best 1-drop snow card you can get, and provides constant gains.

Priest of the Haunted Edge serves as a semi-decent wall & killspell, which becomes a lot more oppressive if you can keep recasting it with the backside of Jorn, God of Winter Flip.

I've yet to really see any pay-off with Draugr Necromancer too, he's only ever benefitted with Narfi, Betrayer King pumping him slightly, so I'm definitely considering dropping to 2.
As for Frost Augur I literally have a playset to the side ready to be slotted in. I almost kept just 1 copy in my initial build, but opted for other stuff first. I kept bouncing between dropping an Avalanche Caller and an Ascendant Spirit to slot a pair in just to see.
Overall there's so many sweet snow cards in this set, was so hard to narrow it down to these. Love the feedback, very much appreciated. Gonna keep testing and seeing where I need to adjust. Already added in 1 more Binding the Old Gods due to just how good it is. Thanks again dude!

The deck looks pretty cool (pun intended), very thematic.
Personally I never saw Draugr Necromancer play a big role in any game so I'm not sure if it's really worth running 4, especially since it doesn't have an effect that stacks anyway.
If you struggle with your mana base, the first thing you could do is add more lands since 21 isn't much, you could easily remove a Draugr Necromancer and even a Sculptor of Winter for 2 extra land, pretty sure that would make things more consistent overall.
I'm glad to see you are already running 2 Binding the Old Gods but honestly, did you try running 4? I would be surprised if you found out that 4 is too many, it's such an amazing card. It can also fetch the triomes, so adding some Zagoth Triome to your mana base could help fix your mana quite a bit too.
Is there any reason you don't run any Frost Augur ? That card gives you so much card advantage over time it's crazy, certainly worth trying at least.

I'm having a lot of fun with the snow archetype too, but I think you vastly under-estimate how useful Jorn, God of Winter Flip front side is, as I did at first too.
Untapping everything let's you get another permanent back with his back side, it lets you pump more mana into your Ascendant Spirit (3rd ability is repeatable), you can trigger Frost Augur again, let's cast that big Graven Lore that you weren't quite able to squeeze out otherwise... and more. It's really worth it.
I splash green just for that, and for Binding the Old Gods . It's excellent removal and it can get any forest card in the library (not only basics) straight into play. Death touch isn't the most useful, but we have lots of small dudes so it's not irrelevant.
With that said, your version seems fun too, but I would avoid using Shadows' Verdict since that would remove a lot of the things you want to bring back from the graveyard with Kaldring, the Rimestaff . Also I feel like 4 Narfi, Betrayer King is a bit overkill since in theory as soon as you get one, you can keep replaying him.
In any case, we're playing snow, and that's cool.
