You're missing Eyes of the Watcher. Other than that it looks pretty complete. Are you going to include cards like High Tide, Turnabout, Reset, Dramatic Reversal, Time Spiral, Reality Spasm, etc. which give you fuel to spell sling?

Played against a variety of commander decks, and I think I've accomplished almost all of your achievements :)
EASY:
1) Done.
2) Used Izzet Signet.
MEDIUM:
1) Essence Scattered The Scarab God (playing against Dimir Zombies)
2) Used Chain Reaction.
HARD:
1) Does it count if your opponent is land screwed and scoops?
2) Wish there was more tutors, but used Eyes of the Watcher to control draws to the point where cantrips were able to draw all of the Jeskai cards.
3) Officially, I didn't rebound it (how do you do that, anyway?) but I did copy it, so I hope that counts.
ULTRA HARD: 1) Nope, still trying to do this :)
2) Actually, this is pretty easy. I used Soulfire Grand Master and Chain Reaction against a Dimir zombies deck. There were ~7 actual creatures but 10 2/2 black zombie creature tokens, so....I think this combination is actually pretty easy to obtain.

I'll look up some of the cards that I'm thinking of to give you some actual recommendations. I could see how the RNG factor of Narset would be fun when it hits just right for fun combos but it definitely isn't my cup of tea. I'm much more into structured consistency within a build. If it were me I'd likely end up running a voltron build to reduce the risk of tossing cards that I'd like to play. Future Sight was the card I was thinking of and Eyes of the Watcher could help you set up up your next turn. Sensei's Divining Top would probably be the absolute best fit here.

Sensei's Divining Top will do nicely with Galvanoth and Melek, Izzet Paragon; or maybe Crystal Ball, Eyes of the Watcher and/or Jace's Sanctum as low cost alternatives.

you could go the route of making nissa as big as possible, then dropping a huge creature every turn. that would entail eldrazi's and a lot of mana ramping.

a second option would be to try and scry as often as possible. that way you can turn your deck into a very specific combo deck with intricate interactions that you can replicate relatively consistently. i didn't quite filter for color, but here are some suggestions to get your mind going: Aqueous Form Battlewise Hoplite Catacomb Sifter Contraband Kingpin Curator of Mysteries Eyes of the Watcher Flamespeaker Adept Jace's Sanctum Knowledge and Power Lifecrafter's Bestiary Prescient Chimera Prognostic Sphinx Retreat to Coralhelm
