Nice deck!I like your approach - you use most powerful cards in each color. Also i consider your work on categorization of cards.

There is few cards you may like to your "stax" theme:Rhystic Deluge can tap
Rishadan Cutpurse can force your opponents to sacrifice permanents and great with flickers
Escape Routes will bounce your Palace Guard when its about to dead or serch more auras with Heliod's Pilgrim
Righteous Aura is better then any circle of protection (i guess)
Detainment Spell better then Arrest and Faith's Fetters, because you have alot of prevent already, but this cheaper
Field Surgeon save your creatures from Pestilence or such
Soltari Visionary maybe fine, considering you have only 1 enchantment removal
Snuff Out better then Doom Blade because it can be played for

I have been interested in making a Cavern Harpy deck, but haven't gotten around to it yet. But I have been searching for good cards to build around it.

You may want to consider Ghostly Flicker or Displace as an instant speed effects. If used with Ravenous Rats you could do this at the end of their draw step to force a discard without a chance to play. Or use with Spellstutter Sprite to counter a spell.

I know you're mostly leaning blue here, but if something like Chittering Rats or some of the other black cards with come into play effects were on your maybe list, Escape Routes might be a worthy add.

Recoil and Soul Manipulation might be worth the consideration because they are really neat cards, but I admit they don't entirely fit the theme of the deck.

I cant believe I overlooked this from modern masters: Petals of Insight. Add Psychic Puppetry and Fertile Ground et al for infinite mana. Plus deck stacking unless your library is divisible by 3.

I also danced around but never quite listed: Guilty Conscience+ Spiteful Shadows+ Blessing of Leeches ( +a damage source to kick things off)

@ aves01 By itself the bell ringer only lets you make one extra token. You need something like Banishing Knack/Retraction Helix or Escape Routes or Ghostly Flicker+ Archaeomancer for recursion and a creature or creatures that produce enough mana.
