Cutting Warping Wail . This card was just me trying to be cute but it isn’t good. You have to hold up two mana per turn and it costs a card, which slows you down by a decent amount. If you fall behind your opponents, warping wail won’t help you catch up like Boros Charm or Scapegoat which both use the opponents’ wraths against them. This is why you always see Teferi's Protection in EDH but never Envelop .
Bringing in Oathsworn Vampire . He is a lot like Bloodghast . Even when I can’t recast him he isn’t that much worse than some other 2 drops I run. I don’t run many lifegain enablers for him but I do run a lot of draw so I assume that every other game I will find an enabler and recast him. This means he will be pretty good on average.

You might want to consider Envelop as a one mana answer to most sweepers

@Dk1997 Thanks for the suggestions- however, I'm not sure any of them work well with the deck.
The whole point is to run 1-drop evasive creatures (Flying Men, Triton Shorestalker, etc.) and lots of countermagic so that actual threats never hit the board. Mindshrieker and Sigil Tracer cost too much mana, and the Tracer doesn't even have any evasion. Pale Moon doesn't actually do anything relevant for the most part- I may consider running Envelop at some point, however.
Snow-Covered lands with the Scrying Sheets is incredibly slow, and doesn't actually guarantee more draw. I'd rather use the slot for a land that taps for a color, or a creature that will draw me more cards. Glen Elendra Archmage is too slow, I actually just took it out. Gaea's Touch is too inconsistent, especially when I already have Exploration and Burgeoning in here.
Earthcraft isn't terrible- it actually works super well since most of my creatures are 1-drops anyway.

Mindshrieker , Sigil Tracer, Negate idk i'm bored, Hurkyl's Recall is good, side board mostly, as well as Pale Moon, Envelop , also using all snow covered lands plus a Scrying Sheets helps u use that extra mana to help draw your lands, Riptide Laboratory + Glen Elendra Archmage is meh, Gaea's Touch, Lignify, Song of the Dryads, Beast Within,only card i can really suggest would be Earthcraft which allows you to basically play your entire hand by tapping your summoning sickness creatures to play more creatures, ash barrens, blasted landscape , Sword of Feast and Famine, and Sword of Body and Mind

For more card draw, i think that the spells where you have to discard cards is not suitable for this type of deck build since youre not trying for deliruim, and you need to keep cards in hand in order to negate spells targeting the tutelage, your power player.
and Turn Aside could be more beneficial than the 2 drop negate spells you currently have.
And maybe consider lowering your land count to 20, since your curve is rather low.

Thanks a lot dbdrummer7 for the summary! Yeah, edict effects would be the worst for this deck. I think 3 Envelops in the sideboard will be useful for those matchups; do you believe I should be adding a pair of Raise the Alarm as well?

I think the card is too narrow to be used in most cases, but in mental magic it's pretty good since you run out of counterspells to cast for pretty quickly. All of them are pretty narrow (Annul, Dispel, Steel Sabotage and Envelop can only target specific types; Blue Elemental Blast and Hydroblast only specific colors; Outwit, Turn Aside and Intervene have targeting-based restrictions; Spell Snare and Nix have cost-based restrictions; Force Spike can only be used if the opponent tapped out; Swan Song, Disrupt, Flusterstorm and Stubborn Denial have some combination of the previous problems) but knowing that Nix exists can allow you to get out of some sticky situations there.

Cards to cut:
Blue Elemental Blast isn't relevant enough. Not enough red spells.
Envelop is pretty meh. Not enough sorceries out there.
Outwit will rot in your hand.
You added Spell Blast twice. Cut one.
Spellshift doesn't actually stop their spells. Not really great.
