Omniscience_is_life is mostly correct. Though Drastic Revelation draws 7 from its effect, not equal to the discard.

It is also worth noting that if you do not have any cards in hand to discard with Drastic Revelation , Rielle, the Everwise will trigger off of the discard 3 since it is the first time you actually discarded cards.

603.2. Whenever a game event or game state matches a triggered ability’s trigger event, that ability automatically triggers. The ability doesn’t do anything at this point.

603.2a Because they aren’t cast or activated, triggered abilities can trigger even when it isn’t legal to cast spells and activate abilities. Effects that preclude abilities from being activated don’t affect them.

These mean that the interaction will resolve like this:

  1. You cast Drastic Revelation .

  2. Revelation starts resolving. You discard you hand as part of the resolution--and Rielle, the Everwise sees that. She can't put her trigger on the stack until Revelation is through resolving, however. You then draw an equivalent quantity of cards to the amount you discarded, and discard three of them.

  3. Revelation is fully resolved, and Rielle's suspended trigger goes on the stack--once resolved, it will draw you the same number of cards that Revelation did.

I have Rielle, the Everwise out on the field and cast Drastic Revelation . What will happen?

A) Do I draw cards equal to my discarded hand? B) Do I draw cards equal to my discarded hand + 3?

I used Cruel Ultimatum ruling as a guide. Base on drastic revelation, I discard my hand first and Rielle sees this discard first and is waiting to be put on to the stack. Then I draw 7 and finally discard 3. Since the discard 3 is the second instance of discard Rielle would not see this. So I would assume A.

The second question to this is what ruling does this fall under? I seem to not be able to find it in the comprehensive rules.

You might want to consider splashing blue for more draw and discard spells like Dimir Guildmage and Dire Undercurrents or even Drastic Revelation. Frantic Search might be a good one too. Those can all add to playing things from the graveyard as well as having stuff in your hand. I'd take out Stillmoon Cavalier and maybe sideboard Arrogant Bloodlord. Fists of the Demigod and Knight of Dusk fit well too. You could always add Terminate if you wanna be that guy.

Cool deck idea though, would love to play against it.

A few tidbits starting with a golden rule: Don't play Tibalt. He is a waste of space in the deck. for what you are doing with this deck you will want planeswalkers that can help you set up your commander some as well as help get the deck flowing/ make blockers. Jace, Unraveler of Secrets is good if you cant afford Jace, the Mind Sculptor. Chandra, Flamecaller for draw and tokens. Ob Nixilis Reignited for card draw and creature hate.

A lot of your counterspells ar every situational and seem like they would be dead in your hand a lot of the time. You may want to scrap most of them for some more reliable kill spells. Scour from Existence, Hero's Downfall, Go for the Throat etc. would be good.

Cyclonic Rift is an essential in any deck with blue. Blasphemous Act would be very useful against opponent swarming with creatures. Damnation or Decree of Pain would also be good.

Drastic Revelation is aweful, aweful, and more aweful. It hurts you more than you may think unles syou benefit heavily on discard. You'd rather get a Phyrexian Arena, Staff of Nin, or even a Wheel of Fate / Wheel of Fortune *for budgetless people.

We could get into tutors but the only budget oen worth anything in commander is Dark Petition so start there.

I'm sure you're already aware of Wheel of Fortune, but that's the one big one I'm seeing that could go in.

These ones are good not just for draw triggers, but for filtering to what's needed at the time.

Breakthrough, Attunement, Ideas Unbound, Frantic Search (free!), Drastic Revelation

I can see you're focused on making -everyone- draw. You have a lot of high-powered cards here, but some lower costed filters like these can push out damage and improve your position. You'll likely be drawing a lot anyway, so the discard portion of my suggestions isn't much of a drawback.

I've worked with Nekusar builds before, and while they are awesome on paper, giving your opponents so much draw power can be detrimental.

Here are some more...

Some of these are a bit pricey though and depending on your strategy, you might not want the shuffling of the graveyard back into the library.

Spells that give you extra combats are nice too so you can abuse your commander. You also seem to be creating lots of draw opportunities. Adding a Nekusar, the Mindrazer, and other similar cards to cause loss of life might be nice.

You might also like Drastic Revelation.
