Prismatic Lens you could swap out for Manalith since you never need colored mana.

Sisay's Ring and Ur-Golem's Eye I would say are two more mana rocks that you could swap out for cards that just don't seem very good like Sylvok Lifestaff and Deserter's Quarters Powerstone Shard

I would say some cards you will want to add in are Clock of Omens , Unwinding Clock , and Lux Cannon but some of those do start to get into the pricy range.

Your commander does take out players in 2 hits with commander damage so Manifold Key could be something to pick up.

Colorless is not a color so you can remove Diamond Mare

Some good card draw options for the deck would be Endbringer and Mind's Eye

Whispersilk Cloak will be good to keep your commander from being destroyed by single target removal and it makes it so much easier for him to potentially kill a player.

You can technically do that, but it won't produce the result you're going for. A card only does what it says, and Pacification Array doesn't say anything about the creature staying tapped for as long as the Array stays tapped. Consider Amber Prison and Deserter's Quarters as examples of cards that would work this way (and they also have a built-in option to keep themselves tapped).

Here's my suggestion.

Cuts:

Beast of Burden he's a six drop 1/1 or 2/2 almost every time.

Hand of Emrakul you have like 0 spawn

Pilgrim of the Fires seven mana 6/4 with no abilities, I wouldn't recommend it.

Deserter's Quarters no, just no.

Paradise Mantle not enough early drop creatures

Hedron Blade just kind of a lost card

Adds:

Thran Dynamo

Strip Mine is cheap and effective

Ur-Golem's Eye

Worn Powerstone

Erratic Portal good early removal

Metalworker if you can afford it, it's bonkers
