Next a few cards swap suggestions to increase utility and threat level: Cyclone Sire < Herald of Secret Streams , Plagued Rusalka < Viscera Seer , Treasonous Ogre < Solemn Simulacrum , Blind with Anger < Disallow , Spinal Embrace < Sower of Temptation , Culling the Weak < Hostage Taker

Torrent Elemental is not a legal card with Surrak as the commander. Both colors of the hybrid mana in either the casting cost or ability activation cost must exist in the commander's color identity. So, for example, you could play Giant Solifuge in this deck (not that I would, but it is legal to do so) but it would be illegal to play Nightveil Specter.
I would replace Destructor Dragon with Trygon Predator.
I would take out Frost Walker, Cyclone Sire, Torrent Elemental, Gruul Turf, Gruul Charm, Lightning Strike. Seer's Lantern, Nissa's Renewal, Devour in Flames, and Izzet Boilerworks.
Here's why:
Frost walker and Cyclone sire are more 60-card format cards.
Torrent elemental is illegal.
Gruul turf and Izzet boilerworks seem good, but they're really just strip mine/wasteland bait.
Gruul charm is bad. Be greener and invest in trample.
Lifecrafter's Bestiary or Thassa, God of the Sea are upgrades from Seer's Lantern.
Nissa's Renewal is late game ramp. That's bad. Early game ramp is better.
Burn is bad in EDH.
I would suggest (these are all just good cards for your consideration, I know there are probably more than I suggested taking out):
For a 3 color deck, the landbase would also be improved by taking out basics and putting in things like:
Ideally, for a landbase you'd have shock lands such as Steam Vents, fetch lands such as Scalding Tarn, and regular dual lands such as Volcanic Island, but those things are expensive and this is a game.

Elven_gamer Sounds good, I constructed this more in favor of Tempo and Ramp than Defense, but I'm sure Encircling Fissure and Cyclone Sire work well for you. I'm also running Planar Outburst but more as Sideboard tech against a deck capable of flooding the board, rather than main board.
Personally I prefer to use cards in the Main that advance my own strategy while setting back my opponent's. I find Planar Outburst terribly situational, as I would hate to lose my Sylvan Advocates or Halimar Tidecaller to an Outburst when I could just Rush of Ice or Clutch of Currents a couple of their creatures and swing in.

I've tried to make this kind of deck, but with a few variations. I put in Encircling Fissure and Cyclone Sire in place of Nissa's Pilgrimage and Rush of Ice to help with defense and offense and put 2 Planar Outburst for when the enemy's field gets out of hand. I also have Kiora instead of Tamiyo because I can't really afford her right now and none of the dual lands, so I replaced them with the lands that tap upon entering.
I included Collective Effort to help with lots of stuff and due to it being so versatile, and I'm planning on adding or sideboarding Blessed Alliance for even more options, but I need help. I'm trying to stay as budget as possible.

Thanks for the comment. Kiora, Master of the Depths would be a good addition, I may just add her instead of Cyclone Sire.
As far as your other suggestions, I get what you're saying about Clutch of Currents not being reliable removable, but for my purposes, it's more of a 1-Drop way to tempo Prowess/Aggro builds in order to trigger Spell Mastery on Fiery Impulse (Hitting Stormchaser Mage/Mantis Rider) and Nissa's Pilgrimage in order to thin out the deck and provide Awaken sources. In a Rally/Ally matchup, I'd opt for Rush of Ice with the same intent. Plus, Halimar Tidecaller just gets them back when it's time to Awaken things late game
I WISH there were better 2-Drop creatures for this deck (Stormchaser Mage or Umara Entangler came to mind with the amount of non-creature spells I run, but that would've changed the deck theme too much), but working with what I have, I don't necessarily need the biggest creature base. If I can reliably play a creature every other turn, and control in between, I'd be happy.
Only more testing will reveal blatant flaws. I'll see what happens as I play this a little bit. Thanks again.

I love this. I went from the Temur colours to the Naya colours because Blue added to little on making manlands while my focus on my deck was also too width. You instead go from Naya to Temur because you miss removal. My versions:
Temur (Ceta) Manlands and Landfall Allies > Naya Manlands and Landfall Allies
(As noted i dropped the Temur version, i do am fairly satisfied with my Naya deck, but it too struggles against flying)
Temur isn't bad, but what i do can tell u is that Clutch of Currents will not help you remove. On paper it works great both against things like Undergrowth Champion, stalling your opponent so you can ramp and so you can bounce your allies, but in reality it does nothing like that. Stormchaser Mage/Mantis Rider laughs at this spell, Siege Rhino (even though he's nearly our of standard!) gives 0 * about this spell either and any Rally Ally deck actually just benefits from this. The extra for Awaken3 isn't spectacular either. Rush of Ice would be the better option, but it still isn't anything satisfying.
The other awaken spells are Coastal Discovery (ehh..), Scatter to the Winds and Part the Waterveil. Both which do are good, but the double blue cost has been too much for my version.
Cyclone Sire has always been sitting in my maybeboard, so i don't know much about him. 3/4 flying for U4 is much, he feels like a worse Wall of Resurgence but with flying.
I do could recommend Kiora, Master of the Depths and possibly Dragonmaster Outcast but he is very weak pre6 land.
Lastly I would recommend more cheap creature drops. With four 2 drops and three 3 drops you seem very frail to aggro. Or add Radiant Flames to remove anything earlygame+Grove Rumbler.

Pulse of Murasa will help you get back your advocate as well, while providing a large life gain bonus. Cyclone Sire could work as a one-of in place of a copy of Wall of Resurgence. I know that wall is better, but having the flying option is very relevant, at least in my meta.
