Necrotic Ooze, Reanimate

"Summoning sickness" doesn't care how you got the creature onto the battlefield. All it cares about is whether or not you have controlled that creature continuously since the beginning of your most recent turn. Reanimate will put Necrotic Ooze onto the battlefield without you having to cast it, but it will still happen after the start of your turn (barring effects like that of Hypersonic Dragon to use Reanimate on your opponent's turn), and thus "summoning sickness" is in effect. It would be the same if you were to animate a non-creature permanent, such as using an Awaken spell (like Coastal Discovery) on a land you just played that turn.

As mentioned, summoning sickness will only affect attacking and abilities that have and in the cost.

Thanks for the tips and suggestions! I really do like the versatility of Vanish into Memory and will be making that switch for sure. Energy Arc and Herald of Secret Streams seem to be interesting, but I've had several instances in my playgroup where the flying from Abzan Falconer has come in handy on the defense, and the lifegain from Riot Control has kept me alive from minor poking that didn't warrant a removal spell. I may even need to go down my awaken pet cards of Coastal Discovery and Encircling Fissure! Mirrorweave might replace my Cataclysmic Gearhulk or Urza's Ruinous Blast.

As for your deck... it seems sweet! I think I'll even replace my Burnished Hart with a Thaumatic Compass  Flip. Would definitely recommend a Nimbus Maze as an untapped triple land for Kozilek. I also recommend Drownyard Temple just as a recurrable land. Cards like Anticipate and Winds of Rebuke seem to be underpowered as you have other cards in the deck that do their job better. Would recommend Metallurgic Summonings as a less frail Docent of Perfection  Flip or Talrand, Sky Summoner. You do have an amount of tapped duals/utility lands but how has Amulet of Vigor been? Then again everyone's meta is different so I don't know how low and fast your deck needs to be. My deck tries to be as creature light as I can since I'm usually trying to wipe the board, but Nezahal, Primal Tide, Kefnet the Mindful look good with their ways to protect themselves and to draw cards.

Another pretty major tuning pass. The main thing I found after playing this deck a few times was that it wasn't interactive enough with other players. Especially those that had any Flying creatures (I had ZERO answers to flying, other than Constant Mists!). So, in the interest of upping this interaction, I have trimmed out a good amount of the "Awaken" theme to make room for better cards, and more removal, more answers.

These cuts aren't easy to decide on... I'd really love to find a way to fit in 4-6 more lands and really lean into the Landfall theme even harder, but I'm hesitant. I have really come to love the Rude Awakening+Teleportal(overloaded) combo!

Nice deck idea. I built something like this a few weeks ago, it has since then been changed and ultimately retired. Not sure how I felt about the deck as it would get torn up by most control based decks. (Go figure, midrange always loses against control). Did better against agro shells and creature based decks. Originally, the deck was a bant fog shell with great creature curve. Haze of Pollen and Encircling Fissure held the opponents at bay while you waited to build up your board state. Planar Outburst was used as a board wipe just in case opponent were running zombies or creature heavy decks and the plus side was that your land creatures were left alone.

Using Wall of Resurgence to put counters on Cascading Cataracts for a 3/3 indestructible creature who could eventually have flying thanks to Halimar Tidecaller seemed pretty good. The extra graveyard recursion thanks to the tidecaller, made Coastal Discovery and other awaken cards that much better. Sylvan Advocate is a great lord if Fatal Push or other cheap removal isn't running around and Eldrazi Displacer was great with resurgence. Slam down a Verdurous Gearhulk and throw the counters on your creature lands made for a great board state /finisher.

For planswalkers, I threw in Tamiyo, Field Researcher and Kiora, Master of the Depths for the extra control. Not sure if these were even a right fit for the deck, but they worked sometimes. Not sure if this helps, but I did like this deck archetype a lot.

The issue I had with the deck was that if Cascading Cataracts was removed or bounced, you were that much further behind. Not sure what else can be done to improve this deck. But +1 for sure!

I recently talked to my playgroup, and they said that they would let me use the Scornful Egotist as my commander, even though he isn't legendary. This has cleared the way for my new deck plan. What I'm planning on doing is building a deck full of those seriously OP creatures that exist in colourless and blue, such as Millennial Gargoyle , Welkin Tern , Tattered Haunter and Curio Vendor . I also want to use blue's amazing card advantage to its full potential, using spells such as Think Twice, Coastal Discovery and Brilliant Spectrum . Im also thinking of throwing in a counterspell or two, such as Countermand or Censor. Im not really going with any sort of synergy, just trying to beat them to death with the sheer quality of the cards Im using.

Please add any suggestions that you think would work well with this deck type. Remember Im not looking for merely Ok spells, like Jace's Ingenuity. They have to be amazing, like, Storm Crow quality, nothing less.

NOTE TO ADMINS: Pls dont ban me, Im actually making this deck: as a joke and as a spare deck my playgroup can punish people who forget to bring their own decks with; and Im actually having a bit of trouble finding cards bad enough to go in here

Are you going budget? Could get sets of the UR dual lands.

At least upgrade the Coastal Discovery to Glimmer of Genius. It's so much better.

I'd also look for more 3 mana instants/sorceries to get back with your goblin dark dwellers. Right now it only gets 2 mana spells, so you're loosing value.
