Hahaha, I seldom find taking an extra turn to be underwhelming! XD Might also be useful to have a bit of spell recursion. Something to consider about your commander is that if it dies and you send it back to the command zone, the next time you summon it, it's treated as a "new" creature, so it locks you out of spells that you exiled with it the first time around. So having some form of redundancy or backup could be useful!
I agree with you on the polymorph! In my build I run some man lands like Mutavault just to have another target, as well as a few artifact ramp that can turn into a creature like Chronatog Totem. I will say that the polymorph and proteus staff are pretty easy to tutor for in blue!
I did forget to mention, Reins of Power seems like it could put a lot of work in your deck. Since you're already running little to no creatures, this often leads to large amounts of unblockable damage, as you give your opponent nothing... but take from them... EVERYTHING! At worst it's a 4 mana instant speed fog, at best it can win you the game if an opponent has saved up enough board presence. Especially good against go wide decks like elf ball! Gave our local elf player fits the first few games I used it against em!
Best way to see how it works is to test it out! Good luck in playtesting, I'm for sure interested to see how it does!

Doesn’t surprise me at all that your meta hasn’t grown into Ramunap Ruins yet, jmac44 - astonished that it didn’t make EDHrecs saltiest cards list. Dwarven Mine is fantastic with Orcish Librarian however it’s a tough call because it’s a pretty strict build around. I left the Mine out of my list because it’s the backbone of combos like Atogatog + 3x Chronatog Totem, so the ball is in your court at that point.

Real note though, in your last paragraph you don't need to attack with Taigam, Ojutai Master to make your spells unable to be countered. Also, you won't successfully resolve your Chronatog Totem if Dovescape is out.

I would cut in creatures, to get consistency in your polymorphing. You don't need more than 20 creatures (in my opinion). Replace the ones that creates token to get enchantment, lands or artifact that do the same.
Nuisance Engine, Myr Turbine, Genesis Chamber, Throne of Empires, Guardian Idol, Chronatog Totem are good cheap artifacts you could consider.
Control Magic, Domineering Will are amazing, stealing stuff and giving you sac targets. Some lands like Cradle of the Accursed, Dread Statuary, Mishra's Factory, Zoetic Cavern and more could also be interresting sac target.
I would add some board wipe as well, such as Whelming Wave, Evacuation and Engulf the Shore. Even AEtherize can work.

I'd get rid of Everflowing Chalice, Sol Ring, Mind Stone, and Fellwar Stone. You need to cast those instants and sorceries. Maybe add Silver Myr, Sky Diamond, and Chronatog Totem instead. Or Darksteel Ingot or Commander's Sphere. You might also consider other cards that trigger when you cast spells, like Docent of Perfection Flip too.

Add the Totems from Time Spiral: Thunder Totem, Foriysian Totem, Phyrexian Totem, Chronatog Totem and Weatherseed Totem.
Also Vedalken Engineer for specialized ramp. Not sure if you'd count the Monuments from Amonkhet?
