Gigantoplasm, Broodbirth Viper, Illusory Ambusher, Lone Revenant, Warchief Giant Goblin Electromancer, Charmbreaker Devils, Arjun, the Shifting Flame <-(Might be worth keeping), Etherium-Horn Sorcerer, Melek, Izzet Paragon, Dragon Mage.
Echoing Truth, Desperate Ravings, Reins of Power, Steam Augury, Word of Seizing, Aethersnatch, Magmaquake, Act of Aggression, DominateFor artifacts its a toss up, but I got rid of Seal of the Guildpact.
Get rid of all three enchantments.

If you want some other upgrades to make this deck truly yours, you can go to EDHRec (https://edhrec.com/commanders/mizzix-of-the-izmagnus) to see what else you want to do. My deck is by no means the end all be all of upgrades. Keep it fun and make it work for you. :)

Couple potential suggestionsLands:
- Forgotten Cave and Lonely Sandbar instead of two basic lands as card draw is great.
- Izzet Boilerworks, Temple of the False God, Evolving Wilds, Caldera Lake, Highland Lake, Izzet Guildgate and Swiftwater Cliffs are some of the best budget lands for mana fixing and a little late game ramp.
- Diviner's Wand could be cool as most of your creatures and Nin, the Pain Artist are Wizards.
- Arjun, the Shifting Flame looks awesome.
- Reforge the Soul might also be cool.
- Thought Reflection is bonkers later.
- Trinket Mage to look for Spellbook.
- Magus of the Wheel? idk.
- Alhammarret's Archive is expensive but seems good.
Alternatively scrap the whole lot and play Zedruu, the Greathearted instead.

That deck is pretty much as budget as a deck not comprised of 93 lands can be. As a fellow budget builder, I have a couple tips for you: While the combo of Training Grounds and the guildmages is good, you have no means of tutoring for either, and those two are the only two creatures that have mana abilities. You might want to pull the training grounds out. Alternatively, you could instead put in more creatures with mana abilities: Elite Arcanist and Kaho, Minamo Historian, for example, are damn good. Another problem I noticed was card advantage. Other than the obligatory Brainstorm style storm staples, I only noticed 7 spells that actually draw you a surplus of cards. In a storm deck, you need to draw a shit load of cards, especially if you're planning on casting 30-40 odd spells on one turn to kill them with grapeshot. Since your commander is good ol' nivvy, I suggest Invoke the Firemind and Pull from Tomorrow.
As a basic for any deck, throw in at least 8 mana vamp cards. I usually go for the myr mana dorks, in your colours: Iron Myr, Silver Myr, Palladium Myr, Alloy Myr, and throw in a Sky Diamond for good luck.
Also, you forgot Desperate Ritual (lol).
As for budgetness, the best advice that I can give is do you really need the more expensive spells? Pact of Negation is good, but is Abjure any worse? Steam Vents is powerful, but how much better is it than Caldera Lake? Do you really even need Teferi, Mage of Zhalfir with the counterspells that you have?
Shameless self plug incoming. You have been warned.
You should also look over the original Izzet legendaries, that is: Melek, Izzet Paragon and both the Niv Mizzets.
If you have a spare dollar or fifteen, maybe you should chuck a look at the budget deck that I mentioned earlier, with the 93 lands. As a storm player, you should enjoy it.

While I am planning on putting in Conduit of Ruin and Birds of Paradise at some point, I really can't find a reason for putting in Kozilek, the Great Distortion. Granted, while he draws me my hand back, I really can't use him otherwise. Also, I can't just autoplay him, I'd still need two colorless mana. With respect to City of Brass, I might consider it, but not for taking out Caldera Lake. While it's a good land, I'd prefer not to punch myself in the face constantly just for some extra mana.
For the other manadorks, they're good little one drops, but they can only produce Green mana. I prefer something with more utility like birds or beastcaller.
Thanks for your suggestions!

Dude. You are missing 2 cards that are awesome in this deck. They draw you a bunch of cards. They help you get to stronger cards in your deck. They don't draw your deck out. Now you may be asking, what card can draw through your deck without drawing it out? Here they are: Arjun, the Shifting Flame and Mindmoil. Devilish cards they are. Forgotten Creation is also a decent addition to the deck, even though he discards the cards. There's also Psychosis Crawler who adds a second draw-ping effect to the deck. Also, Ophidian Eye goes just as infinite as Curiosity does. Mind Over Matter goes infinite too. Almost. You can kill people pretty well with it.
