Caldera Lake is the only other untapped dual land I can think of. Everything else comes into play tapped or requires a sacrifice.

Ideas

More Removal/Wipes Blasphemous Act - Staple Release the Gremlins - Gives more tokens Rapid Hybridization, Pongify - Staples and can give yourself a 3/3 token Meteor Golem - High CMC, but can destroy Enchantments which is a huge weakness of the deck.

Master Transmuter - Cheats out your big artifacts, but kind expensive.

Curse of Opulence - A weird staple for this deck, but I think you can figure out why.

Pirate's Pillage/Pirate's Prize - Draw and tokens, maybe

Thoughts

Think about how fast you can make tokens. Does it make Purphoros, God of the Forge worth it?

Check through what effects require set up and make sure you don't have too many compared to stand alone cards. Even though Krark-Clan Ironworks does ramp, I wouldn't count it as ramp because it requires set up. Same goes for Storm the Vault  Flip (But you have 36 actual lands which is totally fine)

Your curving out around 4, so 2 drop ramp spells are much more important than the other higher ramp spells. Iron Myr, Fire Diamond, Sky Diamond, Silver Myr, Coldsteel Heart fit the best imo.

Gamble, Mystical Tutor, Fabricate, maybe Hoarding Dragon (?) - Combos in decks are strong and fun, but really hard to pull of without a descent amount of tutors and/or redundancy. Ignoring combos, each tutor can search out a key cards.

Final Fortune - Speaking of combos. Great combo with Isochron Scepter and Sundial of the Infinite, but you should either cut this or add more tutors to make getting it a bit more consistent.

Dramatic Reversal - I don't think you have enough mana rock/dorks to get to infinite mana, and without that it's kind of a waste of a card.

These combos in general don't really synergize with the goal of the deck (infinite mana more than infinite turns) like an infinite token combo would. I think there is a combo with Scrap Trawler and Hangarback Walker that I vaguely remember that you might want to try to find.

Darksteel Colossus/Blightsteel Colossus are super strong, but don't really fit. If you can find more targets for Mimic Vat and Prototype Portal then maybe, but those 4 cards stick out.

Cuts (IMO)

Everflowing Chalice - I always go colored mana over colorless if it costs the same, even if artifacts don't need it. It has potential to ramp you a bit more late game, but you usually don't need the ramp at that point.

Inspired Sphinx - 6 mana for a draw 3, maybe 4, and a hefty costed mana sink doesn't seem worth it to me.

Mycosynth Lattice - I might be missing something, but it seems a little narrow sited. It works a little with Darksteel Forge and Combos well with Hellkite Tyrant, but if the deck makes a bunch of tokens you don't need it to win with the Hellkite.

Panharmonicon - Same as Mycosynth Lattice. I might be missing something but there isn't a lot of ETBs to abuse this. I'm only counting 1 card that works: Thopter Spy Network

Lands

Cut Phyrexia's Core -Negligible effect unless you have a consistent way to abuse LTB triggers.

Caldera Lake - There are far better lands.

Swiftwater Cliffs - Its fine if you want to stay budget.

Reliquary Tower - I don't see a way for you to draw a bunch of cards and overflow your hand, so this isn't really needed.

Add City of Brass Reflecting Pool Mana Confluence - All staples in multicolored decks. Spire of Industry too for artifact decks, but is super cheap.

Izzet Guildgate and Highland Lake - Better, and cheaper, than Caldera Lake if you want to stay budget

Scalding Tarn - Obvious include if you want to spend the money.

Evolving Wilds/Terramorphic Expanse - Color fixing

Myriad Landscape is a 2 land fetch and taps for mana.

Overall, good base. It has potential to go from 0 - 100 and kill everyone out of nowhere.

Byuante Thanks again. I am aware the mana base is terrible and actually this is where I was thinking I could deal with the other issue I had. The deck really needs to be dethroning so that I can do some of the more messed up stuff I want to do. Black Market and my opponents somehow managing to play slower than me are what kept the deck going in the games I did well. The haste comment was just a quick this would be nice before I forget that I thought about it thing.

I'm looking at using

Hall of the Bandit Lord, Mana Confluence, City of Brass since I already own these, the hall doesn't help with mana but still useful. The other two don't have a drawback.

Shivan Reef, Sulfurous Springs, Underground River cheap $ and no draw back.

Spire of Industry, Grand Coliseum, Caldera Lake these have drawbacks and nine lands that hurt me would likely be too much. Just mentioning them since they fit the idea.

I have grown a distaste for the bounce lands. They will be the first things to go. I don't want to shrink my demon numbers too much but I'm thinking 15 down from 21 is still plenty. Which leaves 3 open spots if I added the pain lands and would have me at 37 lands. So Phyrexian Arena and Swiftfoot Boots. $10 for a land just feels wrong to me... After I improve the deck a bit and play some more I'll consider the shocks again but I don't want to pick them up for a deck and then pull said deck apart...

In the end the deck is trying to be a demon gimmick if I lose too much of that then the obvious bad choices I made like leaving out Chasm Skulker become questions of why did I do that without any answer.

Echoing Truth, Desperate Ravings, Reins of Power, Steam Augury, Word of Seizing, Aethersnatch, Magmaquake, Act of Aggression, DominateFor artifacts its a toss up, but I got rid of Seal of the Guildpact.

Get rid of all three enchantments.

For lands, limit it down to 36. Get rid of Rogue's Passage, and Temple of the False God.

That deck is pretty much as budget as a deck not comprised of 93 lands can be. As a fellow budget builder, I have a couple tips for you: While the combo of Training Grounds and the guildmages is good, you have no means of tutoring for either, and those two are the only two creatures that have mana abilities. You might want to pull the training grounds out. Alternatively, you could instead put in more creatures with mana abilities: Elite Arcanist and Kaho, Minamo Historian, for example, are damn good. Another problem I noticed was card advantage. Other than the obligatory Brainstorm style storm staples, I only noticed 7 spells that actually draw you a surplus of cards. In a storm deck, you need to draw a shit load of cards, especially if you're planning on casting 30-40 odd spells on one turn to kill them with grapeshot. Since your commander is good ol' nivvy, I suggest Invoke the Firemind and Pull from Tomorrow.

As a basic for any deck, throw in at least 8 mana vamp cards. I usually go for the myr mana dorks, in your colours: Iron Myr, Silver Myr, Palladium Myr, Alloy Myr, and throw in a Sky Diamond for good luck.

Also, you forgot Desperate Ritual (lol).

As for budgetness, the best advice that I can give is do you really need the more expensive spells? Pact of Negation is good, but is Abjure any worse? Steam Vents is powerful, but how much better is it than Caldera Lake? Do you really even need Teferi, Mage of Zhalfir with the counterspells that you have?

You should also look over the original Izzet legendaries, that is: Melek, Izzet Paragon and both the Niv Mizzets.

If you have a spare dollar or fifteen, maybe you should chuck a look at the budget deck that I mentioned earlier, with the 93 lands. As a storm player, you should enjoy it.
