(This would be Neheb, but the plotline sort or requires that it can't be, so it's another minotaur from the same tribe.
I've also considered redoing it as Angrath's mentor from his so-far-unnamed plane)

Eminence - As long as Benroch, Making Plans is in the command zone or on the battlefield, red and black cards in your hand have Supend X-1 -- where X is its converted mana cost
Benroch, Chosen Moment gets +1/+1 for each suspended card and permanent with a time counter you control. If you have one or fewer cards in your hard, Benroch, Chosen Moment gets +2/+2 for each instead.

Spark: Having trouble clarifying this in my mind, but his main thing is a sort of temporal manipulation that manifested originally as superior reaction times, but became the ability to jump back and forth over short swaths of time and eventually between planes
Deck Concept: Using suspend to enable hellbent and "one or fewer card in hand" effects as well as being fairly minotaur tribal

clentdc Baral, Chief of Compliance is too slow for my deck. The only spells his first ability would reduce are Lightning Strike, Abrade and 1 X off Syncopate. I'm considering taking out Syncopate for something more aggro-y like Invigorated Rampage, Run Amok or Burning-Fist Minotaur.

DMFF thanks alot! yeah I have been playing this a lot on fridays and actually havent lost a match with it yet. The very closest I came to losing was to affinity, but he got flooded just in time for me to come back, so I lucked out. but it definitely surprises people, and they have no idea how to side against it.
It seems that I lose most of my game 1s though, which is never a good place to start. I can side in Blood Moon and damping sphere against most match ups, and it almost makes me think main board Blood Moon would be good.
ZorrosRage thanks for the suggestions, I have tried tinkering with the madness cards a bit, and they are just a little too unreliable. I know I am getting a nonbo interaction when I play Bloodrage Brawler without them, but usually I have an extra land to pitch that doesnt really hurt me too much. I like the idea of running Burning-Fist Minotaur though, but would have to swap out the Metallic Mimic for him.
Gnarled Scarhide performs a lot better for me than I initially expected. Bestow is a really crazy effect. It makes it so my Neheb, the Worthy can get over a potential defender really easily, and then protects from a board wipe by letting me keeps some board presence after everything dies. The other trick he is good for is to bestow on your opponent's good blocker, because it makes it so the bestowed creature can't block. I have stolen a few games like that and it feels dirty, but really good.
Overall I think the scarhide is a fine addition to the list, but I cant help but hope for some new rakdos minotaur one drop with hybrid mana from return to return to ravnica.

since you are using Bloodrage Brawler can possibly use Burning-Fist Minotaur, and Collective Brutality for Madness enablers. gives you access to a few potential side cards Fiery Temper, Alms of the Vein and Dark Withering. Just thought it was a fun idea
also do you like Gnarled Scarhide? I know he is your only 1 drop but not sure if he is worth it.

Definitely recommend a playset of Gnarled Scarhide as a super strong 1-drop Minotaur. Burning-Fist Minotaur and Bloodrage Brawler are a couple other low-curve Minotaurs worth considering over Skeletal Changeling. Also strongly recommend upgrading the Lightning Bolt to a playset; best red common in the game.
Ahn-Crop Crasher is a super strong Minotaur that's good enough to be played in Standard right now.

Okay, so I think the first thing you need to think about is trying to find a focus for your deck. Does playing a deck that is more aggressive appeal to you or would you rather sit back and control what your opponent does and play more slowly.
Personally, working with strictly with the cards on this list, I would be inclined to turn this deck into a more aggressive build that relies on lots of instant and sorcery spells, because you have some good cards in that realm (i.e. Cryptic Serpent, Enigma Drake, Nimble-Blade Khenra, Spellweaver Eternal, Burning-Fist Minotaur and Wildfire Eternal). Of course, if you go that route, your going to need some good instant and sorcery cards to back those creatures up. From what you have, I would suggest Magma Spray, Shock, Hieroglyphic Illumination, Kindled Fury, and Strategic Planning. I also really like Riddleform, because it will take advantage of all those instant and sorcery cards your running.
I think another big piece of advice that I wish someone had told me when I first started magic was to play 3-4 copies of every card I had in my deck and to keep the deck list as close to 60 cards as possible. Obviously there are exceptions to that rule, but that is generally something you want to abide by. If you want suggestions for other cards that are not on your list, tell me and I will help you out.
