If you're running Vandalblast I would definitely recommend running Mycosynth Lattice AND Darksteel Forge

Still that's like 3 card slots for a very costly board wipe. Personally I'm surprised I don't see things like Kederekt Parasite, Tainted Strike, Barbed Shocker, Paradox Engine, Capsize, on your list, as they all synergize quite well. I would also recommend, tossing some of the Talismans & Signets despite being cheap for other more reliable mana ramping such as Darksteel Ingot Dimir Cluestone, Rakdos Cluestone, Izzet Cluestone (as they can all be sacrificed for a draw, and their Keyrune counterparts, as they can be turned into a chump blocker in a pinch if needed.

Isochron Scepter imprinting either Dark Ritual, Cabal Ritual, Desperate Ritual, Pyretic Ritual with a Paradox Engine on deck = Infinite Mana, for redundancy even with mana rocks out, Paradox Engine + Mana rocks, makes buyback spells VERY useful, as once you've got enough ramp Capsize = Infinite bounce, and there a few others that become arguably equally useful, such as Fanning the Flames, Lab Rats, Mind Games, Mind Peel, Reiterate, Whispers of the Muse, just to give you a few ideas. Evincar's Justice can be viable here too, although with Evincar's Justice you need to be mindful that it damages you and your creatures too.

Brush with Death essentially works like Tendrils of Agony if you take the Infinite Black mana route, naturally if it's countered you can't buy it back, BUT if you're wanting some redundancies for a storm / life steal win condition, it's there.

Leyline of the Void is a must add for any competitive Nekusar, the Mindrazer deck. With the wheel package you're essentially exiling everything your opponents are forced to discard. Toss in a Helm of Obedience = Player targeted, Instant kill activation.

Also, I would definitely recommend keeping Ulamog, the Infinite Gyre, specifically to prevent the self-mill, AND Leyline of Anticipation, and adding Vedalken Orrery for redundancy. You can easily create a soft lock & turn it into a complete hard lock with Teferi, Mage of Zhalfir and Knowledge Pool, and why more people aren't running Day's Undoing is a bit surprising, given the redundancy to prevent mill, especially if you've acquired the means to drop it at instant speed, even on your own turn, to kill a stack & end the turn.

Also, with proper ramping, Barbed Shocker is pretty amazing, especially since it doesn't need to deal combat damage to force the wheel, (any damage it deals will trigger it), just saying. Rogue's Passage is a pretty standard commander staple too.

Liliana's Caress, Megrim, Raiders' Wake are also all must haves. Especially since, Raiders' Wake, Barbed Shocker, Shocker, (unblocked) or a Robber Fly (if you can force them to block it), & a Rogue's Passage can win the game by themselves, if your Commander or an Underworld Dreams, Kederekt Parasite is out.

Alright heres my first draft at brewing with axebane. I'm going with a green - blue shell, no red at all, with Viridian Longbow and Brush with Death. No Train of Thought and 4x Commune with the Gods.
2 Trinket Mages to tutor the bow or Springleaf Drum which i realized can play the role of Orochi Leafcaller if you want to combo off with Overgrown Battlement instead (you just need to have 3 defenders instead of 2). Which is why I brought in a full 4 set of Khalni Garden, maybe the card was changed because it really feels like that token should have defender (even though I have won attacking with them before).

That's very fair. Evincar's Justice has it's place as a wrath (even though it only hits tiny creatures/tokens - which Echoing Decay can be better at), but Brush with Death, because of the fact that it doesn't damage you, makes it good in grindy matches. These are just some suggestions I had for the sideboard, perhaps, because I like to think of Dimir decks as toolboxes if they don't focus on the graveyard (or faeries lol). I didn't necessarily mean for these to be-must includes, but it gives you more options (especially nice when you run Mystical Teachings). In my own playtests, I find sorcery-speed stuff (like Chainer's Edict) to be ineffective against more aggressive lists - so you might want to consider something like Diabolic Edict in the sideboard because it can hammer aggro decks by denying them early-game board state. Any early- game scenario that Chainer's Edict will help you in - Diabolic Edict will do surprisingly better. That's just my personal experience based on my local/friend-group meta - so you should definitely make these decisions based on the situations you'll find yourself in.

Thanks for your input MTGplayer00, I put this list together yesterday pretty hastily so the numbers aren't right. I agree that Chainer's Edict isn't as good as some people give it credit for, however what alternatives are there? I can think of Innocent Blood and Diabolic Edict off the top of my head and I'm not too convinced on either really. Even in the matches where Diabolic Edict is better it's only barely and they just become terrible vs UB control and 5C Tron where they have all these creatures that get value right away. Secondly I've never heard of Brush with Death before and it's pretty neat but doesn't Evincar's Justice fill that role sort of and also wrath?

This is mostly matter of personal preference, but I think Chainer's Edict is a bit overrated. Sure, it gives you card advantage but it's a sorcery speed sac effect that takes a lot of Mana to use again. Unless you're facing a very grindy deck, faster, cheaper sac effects are better in my opinion. I also would recommend Brush with Death because it can really help in the event of a grind match (the situation in which it is most useful).

skochems thanks for the feedback. I like the idea of Evincar's Justice and Brush with Death, but especially with buyback they are too expensive to multi-extort. Also most of the creatures don't have toughness greater than 2 so would die to Evincar's Justice. Good suggestions,but my mana base is too low to effectively use them mainly.

Decided to embrace the burn and cut Overgrown Battlement and Fog to make room (neith did much for me anyway).

Plus Thermo-Alchemist is kinda funny with Brush with Death, redundant, but funny.
