Hey, nice budget version, interesting top of the mana curve card choices. I too have been having fun with Pirate partners :)

Spectral Sailor is a one drop flying Pirate to more easily trigger Malcolm and Breeches. Best of all it's a mana sink for treasures to draw cards. Warkite Marauder is another flying Pirate and it's attack trigger has good interaction with all the pinging since you can make a creature of the defending player a 0/1 and then ping it for 1 to destroy it. Viridian Longbow is an equipment that makes a creature a pinger and the equipment is not destroyed if the equipped creature is removed. Brazen Buccaneers, Captain Vargus Wrath, Arcane Teachings could be cut for these three cards.

Spark Double is nice with partner Commanders because it gives you two choices of a legendary permanent to copy. Breeches is a good choice because then you're making all opponents exile two cards from the top of their libraries. You should consider clearing some deck space for some counterspells: Counterspell and Negate at least because frequent board wipes are the death of tribal decks in Commander and Izzet lacks creature recursion. Also nice to have more counter protection when you want to combo with Malcolm + Buccaneer or with a pinger + Malcolm. Warped Landscape, Slippery Scoundrel, Izzet Locket could be cut for these cards.

Great start! You have pretty much all the good kicker cards. I think you could focus a bit more on the secondary theme of Hallar, which is +1/+1 counters. Hallar doesn't care where the counters come from, which means you don't actually need that many Kicker cards to make him deal tons of damage.

Hunger of the Howlpack is a great addition to the deck, being one of the most efficient counter-givers in Pauper.

Elven Rite, New Horizons and Soul's Might are all very efficient ways to get lots of counters on your Commander.

Mutant's Prey and Hunt the Weak are great removal spells for your deck that is chock-full of +1/+1 counters. Feral Contest also isn't bad.

Ivy Lane Denizen is a must have in this deck. You make plenty of tokens, which can either make Hallar massive or simply make your 1/1s into 2/2s, which is an incredible boost.

Longshot Squad gives most of your team reach. Aquastrand Spider also does it for a cost, but can also distribute counters. Spike Colony is a pretty beefy creature that can also give its counters to others. This can make combat very difficult for the opponent on top of all the synergy it gives naturally.

Horned Kavu is extremely useful in this deck, since it can re-buy so many of your ETB triggers for lots of value.

It's so hard to get card advantage in these colours. I would definitely play Entourage of Trest to try to keep up with Blue and Black decks. I also don't leave home without Rolling Thunder and Elven Cache in these colours as cards to catch you up in card advantage. You could also be running up to six cycling lands, namely Tranquil Thicket and Forgotten Cave. In terms of synergy, you could also go for Tishana's Wayfinder and Brazen Buccaneers.

I would also think about adding all the mediocre +1/+1 counter distributers, like Bond Beetle, Kujar Seedsculptor, Ironshell Beetle, Scrounging Bandar, Satyr Grovedancer.

So Rishadan Cutpurse, Rishadan Footpad and Rishadan Brigand are all pirates. I've always been successfully annoyed when an opponent plays them against me.

I suggest running 2-drop rocks over 3-drops. I think you should run cards like Rakdos Signet over Obelisk of Grixis. I think Talisman of Indulgence, Talisman of Dominance and Talisman of Creativity are probably better than the signets though.

Snap seems better than Depths of Desire.

Dack Fayden is probably a good fit for this deck. He's powerful and a thief (sorta a land-pirate, I guess).

Ponder and Preordain belong in any blue deck, including this one. Brainstorm is good if you get fetch-lands, but I wouldn't run it unless you have fetch lands.

Spectral Sailor is a good way to sink extra mana. Dockside Extortionist is good for getting mana.

Rhystic Study and Mystic Remora are good draw-engines.

I think Bribery is worth including. Also Coastal Piracy.

The cuts are going to depend on how much you're willing to compromise flavor. Captain's Hook, Prying Blade, Fell Flagship and Dusk Legion Dreadnought seem like good cuts. There're also a bunch of creatures you can cut for better ones or to get down to a hundred cards: Brazen Buccaneers, Crafty Cutpurse, Rigging Runner, Siren Lookout, Slippery Scoundrel and Talas Warrior. I don't think they do enough to be included.

What I suggest to cut: Brazen Buccaneers - seems rather lackluster. Crafty Cutpurse - seems rather situational. Do you play with anyone who is creating a butt-ton of tokens of any kind in a turn? If not, ditch it. Deadeye Tormentor could probably go.

Where is Revel in Riches ? Not running that card seems...off theme, for sure. I might consider running Prying Blade over Embercleave , mainly because it can give you treasure tokens, and treasure tokens are good.

That's the best I can do for now.

So here is the thing. You only need about 40 or so cards that help pirates to make a deck feel piratey. And a lot of these pirates are kinda awful.

Creaturewise, I would cut Brazen Buccaneers, Cloud Pirates, Daring Buccaneer, Deadeye Tormentor, Dire Fleet Hoarder, Dire Fleet Interloper, Slippery Scoundrel, Storm Fleet Spy. They are pretty weak and their payoffs aren't great.

Crafty Cutpurse is a fun pirate who can surprise answer a bunch of EDH strategies. Dreamcaller Siren has some interesting surprise tricks. Kukemssa Pirates lets you steal artifacts from people. Ramirez DePietro is the original badass pirate. Shapesharer is a pirate and lets you copy value pirates, such as neckbreaker. Changeling Berserker is a 5/3 pirate with haste who lets you retrigger ETB effects later. Adaptive Automaton is another lord to help buff your pirates.

Land and mana wise, you want about 44 sources of mana. My rule of thumb is 38 lands, and 6-8 mana rocks for a 3 colour deck. Sol Ring is a staple as well. Signets, Commander's Sphere and stuff, all good. Path of Ancestry also gives a free scry when used to cast pirates.

For enchantments, Call to the Kindred basically is a 2-1 as people kill it before it gets going and it doesn't have great odds of hitting a pirate. Curious Obsession, Navigator's Ruin, Swashbuckling, Trove of Temptation are all low impact or actively harmful. I would cut all them.

Coastal Piracy is both thematic and rewards you for doing what you want to do. Attack. Kindred Discovery is less thematic but also helps reward you for playing pirates.

For artifacts, you have a lot of eh ones. Pirate's Cutlass is a low impact card, but thematic. Sleek Schooner and Dusk Legion Dreadnought are so weak they aren't even worth playing. Captain's Hook is just +2/+0, menace, as your creatures all have the pirate typing.

Door of Destinies is a powerful artifact in tribal decks that can get out of control pretty easily. Heirloom Blade is a more powerful, impactful weapon to equip your creatures with, as it also lets you chain through your deck. Herald's Horn lets you psudo draw more and gives a cost reduction. Obelisk of Urd is an anthem effect. Stoneforge Masterwork is an equipment that rewards a large boardstate. Skysovereign, Consul Flagship and Smuggler's Copter are both high impact vehicles who are good to tutor up, and from the new set Weatherlight fetches up artifacts when you deal damage which is fun.

For your instant/sorceries, you want to be more high impact or efficient. Duress only hits 1 person in a multiple player game. You also want some flat out draw cards. This is more up to you, but Terminate is good removal. Jace's Ingenuity is solid draw.

For more pirate themed spells, Spell Swindle and Brass's Bounty both are thematic and can be quite powerful, as well as push you to your alt win condition.
