Rules Q&A
Boomstacker
Creature — Goblin Artificer
As Boomstacker enters the battlefield, and whenever it attacks, stack two dice on top of it. (All dice must be stacked vertically, one on top of another.)
Boomstacker gets +1/+1 for each die in its stack.
Boomstacker attacks each combat if able.
When the stack falls, sacrifice Boomstacker.

Boomstacker will get two dice stacked on top if it. The Rulings Notes in Yet another Aether Vortex's gatherer entry specifically state that it does count as entering the battlefield.
2/29/2020 A permanent card that becomes the top card of your library enters the battlefield (unless it went from the battlefield to the top of your library), so any enters-the-battlefield abilities will trigger and "as [this creature] enters the battlefield" abilities will apply. Similarly, a permanent card that stops being the top card of your library leaves the battlefield (unless it went from the top of your library to the battlefield directly).

Yet Another Aether Vortex doesn't specify that the card enters the battlefield, just that it is on the battlefield, so I would say no, Boomstacker doesn't enter the battlefield and thus gets no dice. It just is on the battlefield already.
It's like how Masterful Ninja's first ability doesn't actually trigger any ETB abilities (per its rulings), it's just on the battlefield and in your hand simultaneously until end of turn.
