few suggestions for your mana given your proliferate abilities:

Blue Mana Battery and other batteries, storage counter lands, Mirrodin's Core, Gemstone Mine, Mercadian Masques depletion lands, Vivid lands?

for creatures:

no love for the artifact creatures? what about Sage of Hours?

Ezuri, Claw of Progress can also prove to be somewhat interesting

for shenanigins:

Magosi, the Waterveil - this one is interesting. take one passed turn, and then pump him full of counters with atraxa, deepglow, contagion, etc. Acrobatic Maneuver for lols with deepglow (or another re-ETB card)

I really like this idea! You definitely have a powerhouse of a deck brewing. There are a few suggestions I have for you:

Some weaker cards I think you can do without are ones that tap a creature and it doesn't untap during its controller's next untap step, like Crippling Chill and Gigadrowse. They only last for a short period of time, and don't really affect your opponent that much. Sleep could potentially stay. You have the right idea with bouncing though, with cards like Cyclonic Rift and Boomerang, because then your opponent has to worry about spending the mana to bring those cards back in to play rather than just them being tapped for a turn. And, of course, counters are always wonderful!

Card draw is essential for blue decks, and it appears you're working that in! Ponder is awesome, but I'm not a huge fan of Keep Watch. This is because if you're constantly keeping your opponent from playing their creatures by using counters or sending their creatures back to their hand, it isn't very realistic that many creatures would be attacking you at once to have a significant amount of card draw. Plus, if you're playing Propaganda and Crawlspace, it will be even more irritating for them to attack.

I suggest cards such as Brain storm or Telling Time, which give you a little more control over what your next turns will entail. Blue Sun's Zenith is good, but could get on the expensive side as far as mana cost goes. You're absolutely on the right track with cards such as Coastal Piracy. Since you're looking to buff up your commander, it is a great idea to include such cards as Rogues Gloves and Bident of Thassa (as mentioned before). Also, I think you'd benefit from switching out Elixir of Immortality with something like Basilisk Collar, so you still get that life gain component but it is more threatening than an artifact that gives you 5 life at a time.

I also think you could find a better card than High Tide for mana gain. I know it is a one-drop so it is attractive, but it really doesn't do all that much in the long run. Caged Sun is a great choice, so that will be really helpful. Sticking in Blue Mana Battery or similar cards would be great too!

Sword of the Paruns, while expensive as well, is another way to untap Vorel.

Shielding Plax is another form of hexproof that provides a card when it comes into play, that way you can protect your Vorel.

I am cautious about the mana batteries, Green Mana Battery and Blue Mana Battery. I see why you have them, but I wonder if it would be better to have either ramp to grab the lands that do the same thing, or tutors to find Gemstone Array.

I agree that Tidal Force seems a bit slow for this deck, I would consider a flash mechanic, that way you can manipulate the game easier on the opponent's turns than you would with Tidal Force.Things like Leyline of Anticipation or Teferi, Mage of Zhalfir.
Yes, Teferi only affects creatures but it also causes your opponents to have to slow themselves down to fit your schedule.

Thank you for the suggestions for my Jalira, Master Polymorphist Edh/Commander deck. However I was wondering if I should add in other spells such as Talrand, Sky Summoner , Talrand's Invocation , Skittering Invasion , Master of Waves , and Stitcher Geralf .

However what about artifacts such as Thran Dynamo Gilded Lotus Dreamstone Hedron Mind Stone Mana Matrix Lotus Bloom Blue Mana Battery Stone Calendar and Ur-Golem's Eye
