It's banned because it's free card advantage that can be in every deck. If Library of Alexandria wan't banned, it would be in every deck, much like Sol Ring . While the mana acceleration of Sol Ring can be a lot, statistically players that play Sol Ring on turn 1 lose that game. Library is different. Library encourages interactive play, while not punishing you for doing nothing by letting you draw. Also, it can be comboed:

Blossom Dryad + Mind Over Matter + Library of Alexandria + cards in hand=infinite draw.

Do you see where I'm going with this?

Oh yeah, also: Stone-Seeder Hierophant and Blossom Dryad are two more decent land-untappers.

I can tell that you've mostly built from cards that you have sitting around from recent sets. That's fine, but there's a few things you should consider when building Radha.

First, you want to be putting out a lot of creatures, and quickly. That will allow you to make attacks the first turn she comes down and spiral out of control. To do that, you'll want token producers and cheap creatures. With only 25 creatures and very few token makers, you're unlikely to combo off with Aggravated Assault and Hellkite Charger . Also, you're weakening your cards like Guardian Project by running so few creatures.

Secondly, you'll want more lands. While your commander is a source of mana, you still want to be ramping and hitting your land drops between when you play her and when you go off. Casual EDH decks usually run between 37-40 lands, depending on the build, so I would go up at least 4 lands.

Thirdly, you'll want to reconsider some card choices that look powerful, but will have unintended consequences. Wildfire and Annihilation looks good on paper, but the table will turn on you for blowing up their lands, meaning you can't count on rebuilding after. Kiki-Jiki, Mirror Breaker is powerful, but the table will IMMEDIATELY try to kill you, and rightfully so, when they see it, since the assumption will be that you're running infinite combos with him.

Finally, you'll just want to clean up some of the subpar card choices like Blossom Dryad , Raptor Hatchling , Natural End , etc. Check out the EDHREC page for Radha to see what others are playing in their decks. You can toggle to budget decks in the top right, so you can probably make huge improvements to the general card quality of your deck for $5-10, before you even consider adding the cards that will really make it tick. This deck no longer ramps. You only have 4 cards which ramp. Druid of the Cowl, Gift of Paradise/New Horizons, Blossom Dryad, Elvish Rejuvenator, and Wayward Swordtooth. Particularly Druid of the Cowl, Elvish Rejuvenator, and Wayward Swordtooth.

Your deck can't be hurt at all by putting in Vivien Reid, an astounding planeswalker which belongs in any green deck.

Keep in mind that there is a lot of white mass-removal floating around with Jeskai control being a top deck and that doesn't give a damn about hexproof.

Have put in maybeboard all cards i'm considering. My broken "not this" version at the moment on MTGA lacks the midrange and loses frequency. It affirms in my mind that overstatted 4 drops are the key.

That said, Ranging Raptors is performing less well than i'd like at pulling land and stopping aggression. Thinking Elvish Rejuvenator or Blossom Dryad may be better

I'd definitely suggest Utopia Sprawl, maybe instead of Market Festival. Even Fertile Ground might be nicer, if you're on a budget, because being able to play things earlier usually gives you a huge edge, and the festival takes up a lot of mana. And personally I think Voyaging Satyr is a lot nicer than Blossom Dryad, as the extra power isn't usually relevant on a mana dork, and costing one less mana helps immensely.

Another neat card might be Soul's Fire, which is like Fling except it doesn't kill your giant Hydras. Gilder Bairn might be fun with them, too.

And, finally, and perhaps most importantly, I think you should definitely run less mountains, when over 3/4ths of your cards need only green mana. Maybe look into some of the cheaper dual lands - even the ones that always enter tapped could work alright in slower multiplayer games. Though with the enchantments generating any-colored mana, especially if you get Utopia Sprawl, your need for red becomes even smaller.
