Firstly, I love the approach of the deck. Dovescape makes for the ultimate lock-down, so let's focus on that as your win-con and revolve the deck around it.
Don't be afraid to include non-creature spells because of this, remember, that your non-creature spells are just going to turn into doves late-game anyways; use this to your advantage.
Creatures
- Nimble Obstructionist
- Sawtooth Loon (let it bounce itself)
Tribal Buffs
I agree with most of musicalsocks's suggestions, however:
Favorable Winds is good, Gravitational Shift is bad; you don't want to be helping your opponents.
Obelisk of Urd, Dictate of Heliod, Intangible Virtue, and Collective Blessing provide either huge power/toughness buffs or large amounts of doves.
Despite being a tribal deck, Herald's Horn won't provide a good enough support due to having a low percentage of creature cards, try instead using Vanquisher's Banner.
DO NOT RUN Kindred Discovery, IT WILL KILL YOU!
Metallic Mimic and Adaptive Automaton will provide sufficient power boosts to your dove tokens.
Additionally:
- Beastmaster Ascension and True Conviction will give you a huge advantage over your opponents in Dove Vs. Dove combat, if not, they will provide more doves for the Dove God.
Token Support
Drop Primal Vigor for Anointed Procession; you don't want to be helping your opponents.
Both Migratory Route and Battle Screech are only made better with Dovescape.
Strict Replacement
You can afford to be running 36-38 lands, so cut back there.Swap Azorius Cluestone, Selesnya Cluestone, and Simic Cluestone for Commander's Sphere, Pillar of Origins, and Sol Ring?
Additionally, run Path of Ancestry instead of Ancient Ziggurat.
Misc
- Authority of the Consuls provides you with lifegain, and makes your opponents doves all the more useless.
- Derevi enjoys being big, present him with Stoneforge Masterwork.
- Wincon = Throne of the God-Pharaoh?

Also, it would be a whole different deck, but instead of a control shell, you could go bant. You'd then get Presence of Gond, and you could play Geist of Saint Traft, Thrun, the Last Troll or Troll Ascetic, or even Sylvan Caryatid as hexproof creatures to just put the presence on. You could also play Beck / Call and draw a million cards when you make all the tokens.

@filthyc4sual: For real, Summoner's Pact is broken as shit in this deck.
I used to play a full set of Beck / Call, but ended up cutting down until I eventually only had 1 copy. I've found Lead the Stampede usually fills the same purpose, except it helps recover after getting hit by a Pyroclasm.
Regal Force is amazing because it helps you build up to critical mass. Even if you have only 2 or 3 elves out, you're still getting a Harmonize out of it.

@p0megranates Life/Death does not have fuse.
fuse is a static ability that is only found on some of the split cards. i.e you can cast either half or both halves of Beck / Call but only one half of Life/Death or Fire/Ice
so you cannot cast both halves.

Modern Locust Combo. Help me Improve!

I did won a game against an hard counterEssence Warden+Soul Warden+ lifegain and lifegain abusing creatures. It took a reaaaaally long time but it was freaking awesome! i may address that if i had Banefire it would have been a much shorter game. Winning combo : The Locust God+Beck / Call but i have to say that the Lightning Bolt saved my life.

I would recomend a Red, Green, Blue build with a fucus on Beck / Call and The Locust God
I can see two way for this:
First: going with tokens Cryptolith Rite and PolymorphSecond: normal ramoing with Arbor Elf Utopia Sprawl Birds of Paradise
I would add Banefire to the sideboard. you dont need in in the maindeck to win, but can be usefull it you face an Ensnaring Bridge deck

You've got a very good deck here!
Has Spellskite been helpful to you? I used to run it, but found that it ended up turning out like this.
- I cast spellskite
- My opponent casts a removal spell on an important elf.
- I redirect to spellskite.
- I'm short a creature, and my opponent is short a removal.
Usually, it ends up becoming a 2 mana evoke creature with give one time hexproof.
Nettle sentinel is simply there, as stated by EWDijkstra, because it works very well with heritage druid, and is good with chord of calling. Sentinel is also used in a different elf deck, which runs cards such as Beck / Call (a modern legal of Glimpse of Nature, which got banned at the start of modern), Cloudstone Curio, and Elvish Visionary. The scenario in which nettle sentinel can basically end games is this;
Tap 3 sentinel for 3 mana (off heritage druid), cast Elvish Visionary. You leave 1 Green floating, and you draw a card. Because of Cloudstone Curio, if you have another visionary, you can return it to your hand.
Next, you cast another visionary. This time, you have 2 Green floating, and you use cloudstone curio to return visionary.
You can continue by using your nettles to cast the same 2 visionarys over and over, until you have a whole ton of mana, which can be placed into a spell such as Banefire, casting a Craterhoof Behemoth, activating an ezuri multiple times, etc.
Dont forget nettle also can be a vanilla 2/2 with pseudo vigilance (sometimes better than vigilance)

I haven't considered Beck / Call but it is probably better in decks like Elves which can produce massive amounts of mana and spam more creature (besides the combo which wins the game without drawing the deck).
It will probably be a win-more card in the deck and do little on it's own.
What I'm going to change is cut the 2x Renegade Ralliers and add 2x more mana dorks in Birds of Paradise to have a more consistent option to to cast a 3-drop on turn 2 and better mana-fixing.
