Hi there! What about Fluctuator ? Also, I'd think of including more creatures that benefit form being blinked e.g. Reveillark , Aven Riftwatcher , Anafenza, Kin-Tree Spirit , Blade Splicer or Azorius Arrester . Cheers!

Way too many one-ofs, and no real focus.
Try this: Decide which 4 cards you really like seeing on your opening hand, and get a full set of each of these. Remove other cards that are similar, but at higher cost.
Also, to be brutally honest, a lot of the cards are very low powered, even by casual standards. Just consider cards like Duress or Gatekeeper of Malakir... both are budget-friendly options, and you've included neither of them. Silvercoat Lion is a 2/2 for 2 mana - that is (problems with mana colors aside) the same as gatekeeper. Which do you think is better?
A card like Azorius Arrester could be funny - if you built your deck around small, aggressive creatures and disruption to let them attack without too much interference. But then one of the next cards on the list is Hopeful Eidolon, which is a card that wants you to cast spells at it. Sure, you have some bestow-spells, but mostly they are way too expensive in mana compared to cost, and you don't have much else heroic to justify the extra expense. All in all, you could remove everything heroic and bestow, and up the numbers of small and aggressive creatures, for a better deck.
Land... there are so many kinds of dual colored land in modern, and it's really useful to have those.

+1, Venser, the Sojourner's +2 might work really well with Lavinia of the Tenth, Azorius Justiciar, Lyev Skyknight, Azorius Arrester, Azor, the Lawbringer, Reflector Mage, Dovin Baan, Jace, Unraveler of Secrets, Narset Transcendent, and Detention Sphere.

The main reason I have the borderposts in the deck is that they provide more blue mana if I need it and can be played for cheap just by tapping and then returning a basic land which is almost always feasible, and I've found 18 lands is the sweet spot for this deck and tends to work out pretty well. As for the cards you listed to be reconsidered in favor of more land, they all have uses;
- Glaring Aegis is cheap and can quickly boost a 3-toughness defender (like Kor Skyfisher or Arashin Cleric) over Gurmag Angler which is one of the more common threats out there
- Arashin Cleric and Azorius Arrester are low-curve creatures that help stall until a viable board can be set up
- Rescue is specifically in the deck over Cloudshift or Ghostly Flicker because it can target ANY permanent rather than just creatures on CS or excluding enchantments like GF. This is specifically useful to replay enchantments on new creatures that may need them more, like being able to switch Journey to Nowhere to a more pressing threat or Pentarch Ward to a more important creature and get the card draw off of it again.

this deck is really cool and original! a few suggestions:
-I think signets like Orzhov Signet are a bit better than the borderposts if you want fixing, especially because they also ramp you a bit. -18 lands seems a little low, you could maybe trim some of your lower-impact cards like Glaring Aegis, Arashin Cleric, Azorius Arrester or Rescue to make your deck a bit more consistent -have you thought about Cloudshift and/or Ghostly Flicker? They both seem good replacements for Rescue -other cards to consider:Kor Skyfisher, Dreamstalker, Dinrova Horror, Phyrexian Rager

While not a soldier, Hero of Bladehold makes soldiers and is pretty strong in a weenie strategy. With or without her, Anointed Procession could generate additional pressure. Gustcloak Savior seems like a weak link since Odric, Master Tactician can usually do the same job but better. Some removal might be useful in a pinch too; Azorius Arrester doesn't really count. Loyal Sentry and Intrepid Hero are some tribal options if you don't want to dip into the usual suspects (Path to Exile, Swords to Plowshares, Journey to Nowhere, Condemn, Oblivion Ring, etc).
