Well, first off, let me make the disclaimer that I am an amateur deck builder and have a lot to learn myself when it comes to building decks. But I can spot quite a few issues with the deck, both from looking it over and playtesting it, and honestly, I don't know if the deck can be made to unsuck without completely revamping it or building a new deck. But I'll give it a shot and offer some advice.
First off, I don't know why Armageddon is in there; it doesn't seem to offer any advantage to the deck, and the deck doesn't have any way to build back its own land base more quickly than an average opponent could manage to do. Second, Iroas, God of Victory is fine, if you want to have that in the deck, but there are cards that work against it. The enchantment is nice, but you're not utilizing it to its fullest potential if it's not a creature, which requires devotion, which other cards in this deck work against. Vedalken Orrery, for example, I don't see why the deck needs that; it already has many cards with Flash, and none of the others I can see a need for being able to cast at instant speed. It also doesn't contribute to devotion or field presence. Dust Elemental as well, works against devotion by returning three of your creatures back to your hand, removing both devotion and field presence. And this deck struggles already with acquiring and maintaining field presence. I'd remove both of those cards and look for other white or red cards that pack a little more punch offensively, or noncreature spells that grant trample + power boost, or double strike.
The land base is too large. You have no cards in this deck that cost over 4, and even in a normal deck 26 lands is too much, and there's absolutely no way in this deck to thin those lands out of the deck. You need some major deck thinning (land fetch), or just cut the amount of lands down. I'd say anywhere from 20-22 lands would be fine, and replace a few of the basics with maybe 2 - 4 Evolving Wilds, an inexpensive way to thin the deck a bit. Also, look at your one drop creatures: Anointer of Champions and Boros Recruit. Those are both white creatures, and your only cheap drop creatures, but Sulfur Elemental will immediately destroy both if it ever hits the field, unless you plan on using Anointer of Champions to bolster Boros Recruit until end of turn, and plan on losing the Elemental. But you still also lose the Champion in that.
I would say pull some lands out, bring it down to 20-22, add some spells and creatures in to replace those extra lands, and some of the cards that just don't synergize well in the deck, some cheap white or red creatures with haste, maybe a few more powerful creatures at CMC 4, if need be. You could even replace Balduvian Rage with some cards that might be better suited to an early game offensive, with effects like haste and trample. Some good ones I found on a cursory search are Crash Through if you really need Balduvian's draw, or Brute Strength, Built to Smash, Invigorated Rampage, Ride Down, Run Amok, Rush of Adrenaline and Temur Battle Rage are all fairly inexpensive (both in terms of CMC and market price on the cards) spells that will give your creatures a boost, destroy blocking creatures (with regard to Ride Down), and give trample.
Not trying to be mean, just trying my best, despite my admitted inexperience, to offer constructive criticism.

Based on what I've seen, I'd recommend cutting:
Dusk : This kills 48% of the creatures in your own deck.
Battlegrace Angel : with all your tokens and other angels, you'll rarely have anyone attacking alone.
Confessor : in a lot of cases, this guy won't do much.
Graceblade Artisan : not enough auras to make this dude worth it
Herald of Dromoka : there's only two warriors in the deck, so he doesnt have much combo potential
Things I'd suggest adding:
If you want more suggestions, lemme know and I can provide them. IF you need to trim down more creatures, try looking for things that are outside the theme of your deck. For example, it seems your focus is many small white creatures, life gain, big flyers/angels, and +1/+1 counters, so it would make sense to start trimming down by removing things that don't fit with that theme.

How to fix up this deck to be Modern competitive on a budget:
Remove an Anointer of Champions, and drop two of the Kytheon, Hero of Akros Flip' then take out the Expedition Envoys, Declaration in Stones, Consul's Lieutenant, and finally the Gryff's Boons. (15 total cards)
Add 4 Soldier of the Pantheons (better than Expedition Envoy), 4 Champion of the Parishs (like Thalia's Lieutenant but is a one drop, and half the abilities), 4 Gather the Townsfolks ((For Champion of the Parish, and Thalia's Lieutenant)), and finally a Plains and 2 Windbrisk Heights (Card advantage).
If you want:
Switch Always Watching (doesn't affect the Gather the Townsfolk humans, more expensive, but has vigilance) for Honor of the Pure (Cheaper, works on tokens, but doesn't have vigilance, and won't buff flipped Town Gossipmonger Flip)
Switch Gideon, Ally of Zendikar for Elspeth, Knight-Errant, Gideon of the Trials, Ajani, Caller of the Pride, Ajani Goldmane, Ajani Steadfast, or Gideon, Champion of Justice although I like Elspeth, all of them are great in their own right.

Great soldier themed deck. I see what you are going for and I think you've got a good idea. However there are some cards in this list that aren't that efficient.
Creatures that tap for a temporary +1 bonus for a single target are nice in a draft or limited format, not so much in commander.
-1 Anointer of Champions
-1 Infantry Veteran
The following creatures aren't that great either, but for different reasons.
-1 Benalish Veteran, 3 mana for a 2/2 that only gets a bonus when attacking. Nice but there are better options.
-1 Guardians of Akrasa, the exalted ability works against your battalion ability. Also, can't attack due to defender.
-1 Serene Master, not a soldier, has a kind of cute combat ability, but there are better creatures.
-1 Truefire Paladin, not a soldier, only pumps itself.
I'll start with your maybe board and then some cards you may have over looked.
+1 Catapult Master, really good removal.+1 Daru Warchief, makes most of your other creaturs cheaper.
+1 Field Marshal, like Kongming, "Sleeping Dragon" pumps most of your creatures.
Other creatures to consider:
Doomed Traveler, Loyal Cathar Flip replaces itself when it dies.
Elite Vanguard, a solid 2/1 for 1 mana.
Fencing Ace, Iroas's Champion, Boros Swiftblade are cheap creatures with double strike.
Gideon's Avenger, just keeps getting bigger.
Knight-Captain of Eos, not a soldier, but turns each of those soldier tokens a Holy Day.
Mentor of the Meek, for the card draw ability. Works well with the Daru Warchief and other cheap creatures in your deck.
Precinct Captain, cheap creature with first strike and keeps making more soldier tokens.
Soldier of the Pantheon can be really good in commander games, lots of multi-colored creatures, including commnders.
Thalia's Lieutenant, has a lot of synergy with everything else.
Enough about the creatures. Lets take a look at the support spells. Consider taking out the following:
Curse of Bloodletting, only affects a single opponent. Weak in multi-player games.
Pacifism, only temporarily removes a single threat
Fortify, Martial Glory, Show of Valor, War Flare, Desperate Stand are all weak temporary bonus cards. Not something you want to draw after a Wrath of God resolves.
Accorder's Shield, there are so many better equipments. Trusty Machete, Silver-Inlaid Dagger, Basilisk Collar, and Loxodon Warhammer immediately come to mind, especially for the aggressive nature of this deck.
Have you looked into any ot these:Blaze Commando, not a human, but, makes instants like Lightning Bolt, Lightning Helix and Warleader's Helix more effective.
Door of Destinies, since most of your creatures are soldiers.
Martial Coup, is a great board wipe that can also let you play 'catch up'.
Mobilization, to make an army after a board wipe.
There are some cards in your maybe board that i don't think would be that good for your deck.
Ancient Tomb, really good for fast mana in competitive formats, expensive card to buy if you don't have one.
Ancient Ziggurat, nice in a five color creature deck, not really good in this one.
Mystifying Maze is kinda tricky, you could end up helping your opponent when you don't want to.
Gemstone Caverns has the same problem as Ancient Ziggurat and is less consistent.
Aftr taking those land cards out, every other land card in your maybe board should be in the deck if you have them or are planning on getting them.
Please keep in mind that, most of the time, Commander/EDH is a format about endurance not speed. Don't be afraid to drop big threats.

Unless they get some new support I don't think mono white humans will take the throne what with, Dragon Hunter, Kytheon, Anointer of Champions, Knight of the White Orchid, and Consul's Lieutenant going out of Rotation

If you want to go more of the human route, I'd suggest speeding up the deck by lowering your mana curve (i.e. the average converted mana cost of each of your cards). You'll need more 1-drops that have higher power and your 2/3-drops should create value. That being said, here are some suggestions:
These are all solid 1-drops that get buffed quickly by Thalia's Lieutenant. They also help get triggers on her by allowing you to play multiple creatures in a turn with few lands.
Along with your other 2-drops, I'd also suggest:
These either buff up your guys or have powerful "Enters the battlefield" triggers that give lots of value so that you're not behind even if they get killed later on.
Lastly, would be 3-drop suggestions:
Obviously, you're not going to be able to fit all of these cards in, so you'll have to make changes based on budget and card availability.
I'd also suggest picking up some G/W lands to help you cast things more reliably, especially if you're using cards with in their costs. Canopy Vista, Evolving Wilds, Fortified Village, Holdout Settlement, and Tranquil Expanse can all help with this.
