Rri's Greasy Suggestions
My understanding of the deck is that it's essentially a Sneak Attack style deck - put creatures in and muck face. The main goal with these suggestions is to get Kaalia of the Vast out by turn 2 or 3 and put more relevant threats down! Apologies if this isn't the most organized, but hope it helps.
Akroma, Angel of Fury - literally a 6/6 with firebreathing 90% of the time
Emeria Shepherd - even you complain about this one.
Kaalia, Zenith Seeker - Yes flavour, but fricken goofy card
Kambal, Consul of Allocation - What does gaining life do for you? I would only run him if you ran necropotence or equivalent
Mana-Charged Dragon - Nobody is paying into that lmao
Rakdos the Defiler - I get that you have big balls, but he's pretty much single use - I enjoy the meme though.
Iroas, God of Victory - I understand that he lets Kaalia get through, but that wouldn't be a problem if you could just get her out earlier.
Angel of Deliverance - If you're getting delirium with this deck at it's present state I'm super impressed.
Sorin, Grim Nemesis - There is better ways to draw cards and you can't cheat him into play
Karoo Lands: They are decent, but you're missing out on precious early mana when you run them.
Nephalia Academy - This is the most Cam card I have ever seen, run Rogue's Passage if you want colourless utility.
Vivid Meadow: Again slow, run a City of Ass in this slot
Armillary Sphere - If you are hell bent on this effect, run a Thaumatic Compass
Darksteel Ingot - 2 mana artifacts are way better for a turn 3 Kaalia.
Sunforger - Personally this doesn't do it for me, super mana intensive for the effect, especially when you have black for tutoring/card draw.
Instant and Sorceries
Ghostly Prison - You have fatties to smack people in face, if they swing at you, swing at them harder - or block :^)
Aura of Silence - You aren't on the stax path my son and you can find more efficient instant speed removal!
Akroma's Vengeance - Austere Command
Diabolic Tutor - Demonic Tutor
Orim's Thunder & Return to Dust - I would suggest just running a less expensive removal, or more flexible removal eg. Disenchant or Chaos Warp
I would suggest cards that more aggressively use your life total, you're playing an agro strategy and want to be firing on all cylinders!!
Card Draw and Tutoring
Necropotence - Draw a shit ton of cards, and more selection of what you want to put down with Kaalia.
Painful Truths, Sign in Blood, Night's Whisper - Efficient card draw!
Faithless Looting, Tormenting Voice, Thrill of Possibility - Slot in these if you are planning on going a stronger recursion route.
Wishclaw Talisman - Fun tutor!
Enlightened Tutor - Finds you boots, sword, or whatever else you may need.
Demonic Tutor, Vampiric Tutor - Need I say more?
Gamble - Put all your money on red lmao
Mausoleum Secrets & Diabolic Intent – Conditional Tutors which seem decent in this deck.
Vilis, Broker of Blood - This card is insane, especially when you get to cheat him out.
Razaketh, the Foulblooded - Turns Kaalia into a huge toolbox, also really strong in the recursion route.
Archfiend of Despair - Doubles damage!!
Rakdos, Lord of Riots - Reduces the cost of your big creatures, letting you actually play them after you swing.
Sire Of Insanity - Discarding everyone's hand is pretty good for you, as this deck should be pretty good at top decking.
Scourge of the Throne & Hellkite Charger - More combat - wins with Sword of Feast and Famine!!
Resolute Archangel - A lot of the cards I'm suggesting are pretty hard your life total, resetting to 40 with a Necropotence out is pretty gross.
Sneak Attack - Does pretty much the same thing as Kaalia.
Karmic Guide, Reya Dawnbringer, Primevals' Glorious Rebirth, Animate Dead, Living Death, Phyrexian Reclamation - Recursion is super strong, plus you run a shit ton of legendaries for rebirth. As an aside, Leonin Relic-Warder gives infinite ETB with Animate Dead - something to keep in mind.
Legion's Initiative - Pretty flexible protection, also making Kaalia a 3/3 is pretty relevant.
Aggravated Assault - Even more combat, wins you the game with Sword of Feast and Famine.
Kaya's Ghostform - Leave it and forget it protection for Kaalia.
Talisman of Hierarchy, Talisman of Indulgence, Talisman of Conviction, Fellwar Stone - even potentially Mind Stone - 2 mana rocks are super good as they enable the turn 3 Kaalia.
Wayfarer's Bauble - An all star, also Kaalia turn 3.
Lotus Petal - SPEEDY
Nyx Lotus or Nykthos, Shrine to Nyx - A lot of your creatures have super high devotion, take advantage of that.
Caves of Koilos, Battlefield Forge, Sulfurous Springs, Sacred Foundry, Godless Shrine, Blood Crypt, Luxury Suite, Exotic Orchard, City of Brass, Rugged Prairie, Fetid Heath, Silent Clearing, Sunbaked Canyon, Tainted Field - or even more basics: Untapped coloured lands!!

I was actually just thinking about her the other night because I'm getting the Secret Lair that she will be in. I think the best route to make use of her is things that trigger on damage. Some of those legends are a good start but if you don't mind infect it would be great with her. Lifelink, double strike, and trample are all "nicer" keywords that people get less upset by. True Conviction is high on the CMC but potentially every bit as devastating as Triumph of the Hordes.
Some good cards with on damage triggers Charnelhoard Wurm, Stigma Lasher, Soltari Visionary, Phantom Nishoba, Order of Yawgmoth, and Hypnotic Specter. These triggers are on damage so with Saskia in play they go off twice.
Angel of Deliverance is a maybe. I don't like the cost or the hoop but the effect is strong...
Otherwise I like the Sunforger plan. A lot of combat tricks can be had here. Though Sunforger is usually only a piece of a deck and not the only thing going on in it.

No worries! Imo cards to be considered cutting would be Akroma's Vengeance, Defy Death, Grave Upheaval, Angel of Deliverance, Deathpact Angel, and Rout. They are all pretty high costed and there are better alternatives as well not impactful enough for being at their cost.

One of the biggest lessons I learned since I first started playing Commander/EDH, is the first thing you need to ask yourself when choosing a commander is "How can I exploit this commander?" Avacyn, Angel of Hope is a powerful card on its own, but it can turn the card Armageddon, from destroy all lands, to destroy all lands but your own. It's things like that that make a deck strong. Lyra in particular is strong with a card like Exalted Angel. The reason why is because the wording of the card means it technically has lifelink, without counting as lifelink. So if Lyra is out, the Exalted Angel gains twice the life of damage done. I learned this playing Essence Sliver and Syphon Sliver, I like slivers.
Speaking of which, you should make full use of your commander's abilities and have more angels. You have quite a few removal spells, it would be a good idea to combine removal and control with angel creatures ie: Sunblast Angel, Angel of Deliverance, or the aforementioned Angel of the Dire Hour. Magic is a game of making the most use out of each card you have. Linvala, Keeper of Silence is also a good card to have. It can shut down entire decks, without interfering with your own (Seeing as how angels rarely have activated abilities).

Welcome to EDH! How's this format treating you so far? How is it in comparison to other formats? And I love that commander too, even the art is beautiful. And besides my suggestions to make the deck stronger, you should look at "https://edhrec.com" to check out all the orzhov commanders and what cards are good for this commander. Check out "http://www.smileylich.com/mtg/magocracy/Magocracy_G1.html" as well for anything you can't find in the gatherer database. And look at "https://www.youtube.com/watch?v=Im1VuV7-qSI", I thought that was a fun theory but that could just be my interest in math.
Anyway, onto my arguments for a better deck. Like Mortify or Hero's Downfall instead of Murder? Or Unmake/ Ruthless Disposal v Eyeblight's Ending/ Bone Splinters? Gotta love that removal. Forsake the Worldly has become a favorite of mine, I was so happy to see that in your deck. There's also some other cards like Utter End, Pontiff of Blight, etc that fits your theme well. I also love non-combat victories, so I would add more cards like Zulaport Cutthroat and Debt to the Deathless.
Now onto the hard decisions. Like High Priest of Penance v Angel of Deliverance. Each has it's own pros and cons, but I thought I should argue for it. I would also replace Unraveling Mummy as it only supports Khenra Eternal and Gravedigger. I'd argue for Gifted Aetherborn or Vampire Nighthawk instead. I like where you were going with Gravedigger though, everyone needs some recursion. I'd argue for Phyrexian Reclamation or Ravos, Soultender to keep with the recursion, or load up some reanimation with Dread Return, Stitch Together, or Phyrexian Delver to keep with the ETB (enter the battlefield) effects. And if you want another general theme for the deck, consider Panharmonicon or Skybind. Lastly, you could include an infinite combo to make it more competitive, like Emeria Shepherd + Kor Cartographer to ramp all your Plains out.
So yah. I still love the deck and upvoted it, I just wanted to argue some cards and be devil's advocate. Also, EDH is my favorite format and I'm always here, so text me if you've any questions or need more help. Hope this helps

Agreed Angel of Deliverance just doesn't quite make the cut. CMC8 for 6/6 is really aggressive and such a specific condition to exile 1 creature (post combat damage), isn't that spectacular.

He is right up there with Angel of Deliverance, almost good but not quite enough.
I also cut him as well. I just wanted to see if the had any use in R bent decks, so I could pass along the knowledge.I usually cut Grim Tutor to test cards, To see if I would ever want to tutor for this card. If so I start working on a slot for it.

I like Gratuitous Violence for a damage doubler.
For lands I recommend Emeria, The Sky Ruin
I also highly recommend Sword of the Animist
