If you use something with an untap ability like King Macar, the Gold-Cursed you can use artifacts to untap it if your deck's colors don't have cards for it.

The most popular way to do that with cards like the king is with mana artifacts like Springleaf Drum and Paradise Mantle. Other popular ways are with prison type artifacts like Puppet Strings and Amber Prison. Lastly, people like to crew stuff like Mobile Garrison, Cultivator's Caravan or Smuggler's Copter.

Or, just go infinite with him for shenanigans like with Freed from the Real + Paradise Mantle. If you go this route, there are a bunch of other creatures to be abused with the combo. Not that it's the best example but I do have a deck where I outline some of the card synergies here: The Real King Of Paradise.

I would like to give honorable mention to Captain of the Mists. He is a twiddle with legs. This card has amazing synergy with King Macar, the Gold-Cursed and even untaps for free when the king or other humans enter the battlefield.

You can technically do that, but it won't produce the result you're going for. A card only does what it says, and Pacification Array doesn't say anything about the creature staying tapped for as long as the Array stays tapped. Consider Amber Prison and Deserter's Quarters as examples of cards that would work this way (and they also have a built-in option to keep themselves tapped).

I'm really surprised I don't see an Unwinding Clock here. It combos with your board lockdown really effectively, giving you access to all of your artifact mana on everyone's turn. If you manage to get Teferi's emblem and The Chain Veil out alongside Unwinding Clock, you can activate all your planeswalkers' abilities twice on everyone's turn assuming you have enough mana rocks untapping to pay for it (which you should at that point.)

There's also Darksteel Forge to make your mana base harder to remove.

If you want to really play with Winter Orb, you can include permanents that allow you to tap it on someone else's end step. That way, you have access to all your lands while everyone else cries in their soup. Some options are Amber Prison, Clock of Omens, Merchant's Dockhand, Rust Tick, Vedalken Certarch, Inspiring Statuary, and Whir of Invention.

In fact, you should probably add Whir of Invention to the deck anyways, great way to tutor out an artifact and put it on the board.

You should have Arcum Dagsson as well. The ability to tutor out any artifact in your library simply by sacrificing an artifact and tapping him is OPAF.

It would be safer to take out Abyssal Persecutor and put in more Illusions of Grandeur, I would almost go as far as getting rid of most of those creatures, cause if you can't donate them or kill them yourself this deck could blow up in your face. Try some creature control like Icy Manipulator, Meekstone, Amber Prison, No Mercy, Crawlspace, Caltrops. Could use a Bojuka Bog too.
