This is your first EDH deck, right? I remember my first EDH deck. There is some good advice in the upper posts regarding your deck (specifically). On that note, I'll add Allay or possibly Disenchant. Something along those lines. If your deck revolves around your commander, then your opponents will shut down your commander. Every player in my group who runs white always main-decks an Arrest. Since you have little-to-no enchantment removal (which is a specialty in white), you'll tend to see your commander get shut down pretty quickly.

I think your misreading Celestial Dawn. It only effects your board. It doesn't do anything to your opponents unless you can give it to them, and even then, with the removal of rule #4, it doesn't hurt them like it previously did. Perhaps your thinking of Painter's Servant. Unfortunately, that cards banned in commander.
Allay is a card I haven't seen before. Thank you for that. The Illusionist's Bracers I've ignored in the past. However I've been trending this deck slowly towards a control shell (for what white can do), so it's something to reconsider.
I've already got Caged Sun in the deck. Love it. It only affects my board, which is why I've kept it in and never slotted Gauntlet of Power. I don't like how global the gauntlet is. Extraplanar Lens has been on my radar, I've just never tried to fit it in. Maybe I have to play with it before I'll learn to appreciate it. I just see it as "spend mana exiling a land, artifacts wiped before next untap". That happens often when I get Caged Sun on board.
Finding slots will be tough. I'll have to think on this.

well you really don't need kor haven or homeward path if you just use your general's ability, yea I forgot about pariah falling off at that, but pariah with indestructibility would still be a pretty good set up. Aside from that Illusionist's Bracers would be a nice add to for double activation. Other than Allay is something you should run since edh go lots of op enchantments. You can always use allay to blow up your own celestial dawn. In addition to that Celestial Dawn only targets your opponents which would make celestial dawn even more OP since it locks down your opponents completely.

I think avacyn is pretty good as commander, considering the protection and what not, only thing that could be considered is how the playgroup feels about facing down an avacyn every time you play as she can be rather difficult to deal with for many decks, and thus can often elicit some groans from the table, but if that doesn't seem to be an issue for some reason then go for it. The main thing to consider when building is what your win condition is, do you go against certain decks in your playgroup or is it more randomized? Do you want to have responses in case some one starts some kind of infinite combo? Start with questions like that, then see which cards under preform and what kind of alternative you could replace them with. Also, never undervalue the merits of single target removal, especially if you have a way of recurring it somehow (like say Allay though I'm sure better examples exist). Hope that helps.

Replaced with: Pyrrhic Revival and Merciless Eviction, Allay, Regrowth, for the Wrath of God, Faith's Reward, and Glissa. Nylea, God of the Hunt and Triumph of the Hordes for Tuskguard Captain and Crowned Ceratok Mazirek, Kraul Death Priest for Corpsejack Menace Bastion Protector and Viridian Emissary for Mistcutter Hydra and Maddening Imp.
I feel like these changes will patch up holes in my defense against artifacts and enchantments while giving me a little more oomph for recursion of both creatures. I also realized I need to add in Homeward Path and maybe tweak my mana base a little bit.
Any more thoughts or suggestions to trim the fat are welcome, but I think the deck is in a pretty good spot overall.
