A Chain Veil Teferi deck made with what I had on hand. Used Sigi's Chain Veil Teferi as a baseline.

The game plan is to get Teferi out with The Chain Veil(TCV), and 3 Mana rocks that can produce at least 5 Mana. (Ideally we want 6+ Mana from the three rocks)

Using Teferi's -1 you can untapped the 3 rocks and The Chain Veil. Doing so allows us to activate The Chain Veil and net Mana. Repeat this process until Teferi dies.

At this point, recasting Teferi nets us unbound amounts of Mana and plansewalker activations. We dig until we hit Ugin, the Spirit Dragon and +2 him until game.

Alternatively Rings of Brighthearth and Basalt Monolith makes infinite Mana. With infinite Mana, Rings of Brighthearth and Sensei's Divining Top can draw your deck, so you can Blue Sun's Zenith each opponent for game.
