The Engine - Big Butts

Phenax is an interesting mill deck to build, because the primary mill effect deals with creature toughness. This lends to running a fatty-heavy build in Dimir, which is a weird proposition to say the least. While Dimir fatties can be quite powerful in their own right, Dimir is not a color combination which easily breaks through the 1-big-spell-per-turn barrier, meaning that it can easily be outpaced by more competitive decks.

Jamming a bunch of ramp into the deck does help you get to your fatties while everyone else is still setting up their synergies and combos, and the pair of Paradox Engine and Intruder Alarm create mill storm scenarios where your turns are signficantly more impactful.

Tech

Mind Over Matter + Temple Bell / Jace's Archivist can force everyone to infinitely draw their decks (while you're able to pitch away Eldrazi Titans to shuffle yours back up).

Paradox Engine + Temple Bell + Mana Rocks can extend the life of your turn significantly while continually milling your opponents and untapping your creatures.

Eater of the Dead is basically a one-card combo (with Phenax in play). As long as a creature ends up in your opponents graveyard, Eater can exile it to untap itself and mill again.

Undead Alchemist + Thousand-Year Elixir / Lightning Greaves allows you to mill players and, if you mill a creature, create a hasty zombie to mill some more. Throw in an Intruder Alarm and you're untapping your entire board every-time a creature gets milled.

Relic of Progenitus , Leyline of the Void , Scavenger Grounds , and Disallow combat the threat of an opponent milling an Eldrazi Titan themselves. Oblivion Sower synergizes with these exiling cards as well as Ulamog, the Ceaseless Hunger .

How it Plays

The deck comes out of the gate fairly quickly, ramping and setting up board while not committing much in the way of creatures to the board early. This allows you to board-wipe once you're comfortable with your resources and follow up with big fat creatures. This deck favors more explosive milling over grindier creature-heavy builds that flood the board with mediocre big-toughness creatures (only to be blown out by board-wipes).
