Jace, Vryn's Prodigy  , High Tide combo deck. This is an EDH port of the Legacy "Spiral Tide" deck. The objective is to cast High Tide and sail to victory on it.

The deck wins by generating infinite mana and casting Blue Sun's Zenith for lethal or drawing a card on an empty deck with Laboratory Maniac in play (preferably after casting Enter the Infinite). While neither of these victories are explicitly "storm" they are usually accomplished by casting a ton of spells in a single turn.

High Tide is far and away the most important card in the deck as it allows massive mana generation to cast all its spells. With a High Tide cast, Time Spiral, Candelabra of Tawnos , Frantic Search, Palinchron and Retraced Image all become rituals. In addition, all the artifact ramp taps for more mana than they cost, making them all rituals.

Jace, Vryn's Prodigy   comes down early and along with 9 1-mana cantrips provides a lot of card filtering for combo pieces.

Time Spiral, Timetwister , Memory Jar , Tolarian Winds and Windfall draw lots of cards to refill the hand and allow us to spend all the mana we created.

To find combo pieces, the deck uses lots of tutors: Mystical Tutor, Personal Tutor, Intuition, Merchant Scroll, Long-Term Plans, Dizzy Spell and Muddle the Mixture.

Adding black would probably make the deck more consistent with tutors and powerful card draw, but being mono blue has some definite advantages like the ability to use Jace as a commander, the best use of high tide and immunity to Wasteland, Blood Moon and Back to Basics. Consistently having Jace to loot makes the possibility of starting with things like Enter the Infinite and Dig Through Time much less scary.
